DOCKET NOS. 50-445 AND 50-446 WEATHER PROTECTION FOR CLASS 1E COMPONENTS SDAR: CP-86-68 (INTERIM REPORT)

Dear Mr. Johnson:

On October 2,1986, we verbally notified your Mr. Ian Barnes of a deficiency regarding provisions for weather protection of Class IE components used in outdoor installations. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).

The specific deficiency involves rust and water observed inside exposed (outdoor) Class 1E terminal boxes as documented by two (2) non-conformance reports (NCR's). Our evaluation of these conditions has determined that the Electrical Erection Specification (2323-ES-100) did not clearly specify all areas where liquid tight connections were required. This lack of clarity resulted in omission of liquid-tight fittings in outdoor pull / junction boxes located on conduit installations with Class 1E terminal boxes. Water could leak into the pull / junction boxes and drain into the terminal boxes. A design change will be issued for the specification to provide specific requirements for outdoor installations. The design change will result in additional inspections and corrective measures, if required.

Although our preliminary review for the two instances of deficiencies ,

indicates that, if remaining uncorrected, the safety of plant operations would not have been adversely affected, the programatic review of these conclusions is not yet complete.
