SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 C0ATINGS FOR UNIT 2 DIESEL FUEL OIL TANKS SDAR:

CP-86-64 (INTERIM REPORT)

Dear Mr. Johnson:

On September 4,1986, we verbally notified your Mr. I. Barnes of a deficiency involving the protective coatings for the Unit 2 diesel fuel oil storage tanks. Specifically, declassification of the coatings specification in 1985 has resulted in unresolved issues involving the repair process for the internal coatings of the safety-related tanks. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).

Our evaluation of this deficiency includes two activities: an assessment of the cumulative effects and consequences of a tank coating degradation, and a determination of the required rework or repair. The assessment will consider coating degradation and its affect on potential blockage of the suction strainers to the fuel oil transfer pumps.

The results of this assessment will provide the basis for rework or repair for Unit 2.

Upon completion, fuel will be transferred to the Unit 2 installation to allow inspection of the Unit 1 fuel storage tanks.

Results of our evaluation are scheduled for completion January 16, 1987. We anticipate submitting our next report February 5, 1987.

Very truly yours, W. G. Counsil JCH/amb c - Region IV (0 + 1 copy)
