DOCKET NOS. 50-445 AND 50-446 POLAR CRANE GIRDER AND GIRDER SUPPORT SHIM GAPS SDAR: CP-86-60 (INTERIM REPORT)
Dear Mr. Johnson:
l On September 4,1986 we verbally notified your Mr. I. Barnes of a deficiency involving gaps between the polar crane girder and the girder support brackets'.
i This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).
The allowable gap tolerance in the girder seat connection is not addressed in project specifications.
Guidance provided by the cognizant engineering contractor stated the " seated connection will not require shimming since the bearing area is at least the width of the bottom flange of the crane girder."
Nine girders have been observed involving gaps which extend under the bottom i
flange which have reduced the bearing surface to less than the 20 inch flange width.
Preliminary investigations have indicated that code allowable limits for bearing stress at the girder seats'may be exceeded under at least one of the postulated load combinations. However, the determination of the effect upon the safe operation of the plant is being finalized. This evaluation is j
scheduled for completion by October 31, 1986.

In order to obtain an expeditious resolution of this issue, we have elected to
' shim the gaps and provide full bearing surface at the girder seats rather than proceeding with the extensive analysis and performing inspections to determine the adequacy of the existing condition. A Design Change Authorization (DCA) l document has been prepared to provide for the additional shimming of all polar crane girder supports in Unit 1.
The DCA is currently scheduled to be released by December 5, 1986. Design requirements established as a result of this evaluation will also be applied to the Unit 2 polar crane girder l
supports.
