SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 DIESEL GENERATOR ENGINE CONNECTING R00 ASSEMBLIES SDAR: CP-86-56 (FINAL REPORT)

Dear Mr. Johnson:

On August 14, 1986 we verbally notified your Mr. I. Barnes of a potential deficiency involving the fastening of the standby diesel. generator engine's connecting rod . assembly. On September 12,~1986 we verbally requested and received an extension from your Mr. D. M. Hunnicutt in submitting the written report until September 19, 1986.

The connecting rods involved were identified by the Transamerica Delaval Inc.

(TDI) Diesel Generator Owners Group as a component which had significant known problems that were potentially generic. Based on the Pacific Northwest Laboratory (contracted by the NRC) and the TDI Owners Group findings, it was concluded that the connecting rod assemblies were acceptable for use at Comanche Peak provided that certain preservice and maintenance inspections were performed.

The Unit 1 preservice inspections have been completed and the Unit 2 preservice inspection will be part of the Phase 1 Design Review / Quality Revalidation effort. The maintenance inspections have been identified in the CPSES Maintenance and Surveillance Program. Based on the engineering reviews noted above and the completed inspections, it was concluded that the potential deficiency identified by TDI does not exist at CPSES.

4 We have completed our evaluation and concluded this issue is not reportable pursuant to the provisions of 10CFR50.55(e).

Very truly yours, I
