DOCKET NOS. 50-445 AND 50-446 MOTOR OPERATORS FOR MANUAL VALVES SDAR: CP-86-35 (INTERIM REPORT)

Dear Mr. Johnson:

On May 7,1986, we verbally notified your Mr. I. Barnes of a deficiency involving the motor operators for several valves in the main steam system which were originally procured as manual valves. We have concluded that this deficiency is reportable under the provisions of 10CFR50.55(e). We anticipate evaluation of all corrective action and submittal of our next report by July 21, 1986.

1 d M ATTACHMENT MOTOR OPERATORS FOR MANUAL VALVES l DESCRIPTION During an update of the active valve list by site engineering, several valves in the main steam system originally procured as manual valves were noted to be classified as active valves. This classification change required the installation of motor operators. Review of these installations indicated the motor operators were procured using a specification intended for the procurement of replacement operators for original equipment motor operated valves.

The use of this specification (MS-20.D) for the procurement of these motor operators resulted in a failure to consider valve operability interfaces and the effects on the seismic qualification of the manual valves as originally purchased. Further evaluation has concluded the modified active valves do not meet operability requirements.

The affected valves provide a redundant safeguard for the isolation of a line break in the line downstream of these valves in the case of a high energy line break.

The concern is applicable to Units 1 and 2 and affects the Main Steam System.

Date NRC Notified as Potentially Reportable: May 7, 1986 Date Determined Reportable: May 30, 1986 SAFETY IMPLICATION In the event this condition had remained undetected, this deficiency could have implications on the following safety features:

1. Mitigation of a steam generator blowdown line break.
2. Mitigation of a feedwater line break.
3. Loss of redundancy in the mitigation of the above events.

CORRECTIVE ACTION The following two options are being considered to correct this concern:

1. The modification of the valves and support system, and the retest and requalification of the valve and operator assemblies for seismic and operability requirements.
2. The replacement of the valves with new units which are fully qualified.

We anticipate submitting our next report by July 21, 1986.
