COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 ACCEPTANCE TESTING 0F AIR OPERATED VALVES SDAR: CP-86-29 (FINAL REPORT)

Dear Mr. Johnson:

On April 14, 1986, we verbally notified your Mr. T. F. Westerman of a defi-ciency involving a concern regarding the performance of the acceptance testing for the air operated valves in the instrument air system. This evaluation is the result of a Part 21 notice provided to the NRC by Gibbs &

Hill.

Gibbs & Hill had expressed concern that the acceptar.ce test procedure for the instrument air system does not contain requirements for testing the air operated valves, as required by Regulatory Guide 1.80.

However, Regulatory Guide 1.80 specifically states that its scope is limited to safety-related systems. Section 9.3.1 of the CPSES FSAR states that the instrument air system is not a nuclear safety class designed system. We have concluded that this issue is not reportable under the provision of 10CFR50.55(e).

Records supporting this determination are available for your inspectors to review at the CPSES site.
