COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 COMP 0NENT COOLING WATER (CCW) SYSTEM RADIATION DETECTORS SDAR: CP-86-27 (FINAL REPORT)

Dear Mr. Johnson:

On April 14, 1986, we verbally notified yoar Mr. T. F. Westerman of a deficiency involving radiation detectors in the CCW system which are non-nuclear safety grade but may be required to detect radioactivity resulting from a rupture of pressure components.

This evaluation is a result of a Part 21 notice provided to the NRC by Gibbs & Hill.

Der evaluation shows that the subject radiation monitors are not classified as nuclear safety related and perform no safety function.

The safety function of detecting a rupture in a component served by the CCW system is provided by Class 1E instrumentation in the CCW surge tank.

The consequences of postulated ruptures in components served by the CCW system are small compared to 10CFR100 limits and are bounded by the analyses in the CPSES FSAR. Therefore, we have concluded that this issue is not reportable under the provisions of 10CFR50.55(e). Records supporting this determination are available for your inspectors to review at the CPSES site.
