COMANCHE PEAK STEAM ELECTRIC STATION DOCKET N0. 50-445 SAFETY CLASS PIPE SUPPORTS MOUNTED TO NNS EMBEDDED PLATE SDAR: CP-P6-05 (FINAL REPORT)

Dear Mr. Johnson:

On January 13, 1986, we verbally notified your Mr. T. F. Westerman of a deficiency involving four piping systems which have been identified as including safety class pipe supports mounted to non-safety related embedded plates. We have submitted an interim report logged TXX-4739, dated March 25, 1986.

Our evaluation, which has included analysis of the affected piping systems and supports, has indicated no adverse conditions exist for three of the systems.

In the remaining system, a single pipe support installation required physical testing. Test results have indicated the carrying capa-city of the pipe support plate in question is twice the anticipated load imposed by the support.

The result of the reanalysis and testing concludes that in the event the condition had remained undetected, no condition adverse to safety would exist. Further, based upon the survey conducted when this issue was iden-tified, the four isolated pipe supports mounted to NNS embedded plates were isolated cases and therefore did not constitute a generic problem or signi-ficant breakdown in the QA program. We have concluded the issue is not reportable under the provisions of 10CFR50.55(e). Records supporting this determination are available for your inspectors to review at the CPSES site.
