Dear Mr. Johnson:

! On February' 13, 1986, we verbally notified your Mr. T. Westerman of a  ;

potential problem with the diesel generator inlet / exhaust valve springs.

The issue involves a 10 CFR Part 21 notice forwarded by the supplier (Delaval) of the diesel generators wherein defective valve springs were observed in a non-nuclear (marine) application.

Our evaluation has considered the supplier's position regarding the limited failure of the springs, which are restricted to a single application, the

! extensive operating conditions, and the requalification and verification j program implemented for the equipment at the jobsite. We concur the defec-i tive springs appear to be a material " batch" deficiency as opposed to a i manufacturing concern. Visual inspection has been completed for the Unit 1 installation and will be performed for Unit 2 during rework scheduled for i

May.

These efforts have resulted in our conclusion that this issue is not repor-table under the provisions of 10CFR50.55(e). Records supporting this determination are available for your inspectors to review at the CPSES site.
