COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 PROXIMITY PLACEMENT - RICHMOND INSERTS TO EMBEDDED PLATE SDAR: CP-86-04

Dear Mr. Johnson:

On January 13, 1986, we verbally notified your Mr. T. Westerman of a defi-ciency regarding the placement of. Richmond inserts in the proximity of embedded plates which could compromise the structural integrity of adjacent shear cones. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).

Evaluation of the issue will require an assessment - by field survey - of

, all potential spacing violations involving Richmond inserts in the proxi-mity of embedded plates. At this point, the Unit 2 Safeguard building sur-vey results have been completed without the identification of adverse conditions. Unit 1 efforts and the balance of Unit 2 efforts are scheduled to be completed by late June, 1986. Actions to preclude recurrence of the issue have been identified and are in preparation.

We are continuing our evaluation and anticipate completion of our final report by July 18, 1986.
