SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 QUALIFICATION OF PLANT TEMPERATURES SDAR: CP-85-43

Dear Mr. Johnson:

+

In.accordance with 10CFR50.55(e), we are submitting the enclosed written report of actions taken to correct a deficiency involving an inconsistency between plant temperatures for normal modes of operation published in the FSAR and temperatures considered in environmental equipment qualification.

Evaluation of this issue has identified a reportable condition under the provisions of 10CFR50.55(e) involving the "end-of-life" qualification of certified equipment.

Very truly yours,

ATTACHMENT QUALIFICATION OF PLANT TEMPERATURES DESCRIPTION During a recent review of information contained in the FSAR involving plant temperatures for normal modes of operation, differences were observed from the data used in the environmental qualification effort.

The information currently published in FSAR Table 9.4-2a is inconsistent with preliminary temperature data evaluated prior to submittal of the FSAR Change Request.

.The initial review of certified equipment qualification reports indi-cated approximately fifty (50) packages will require additional analy-sis.

This analysis is required due to the impact of the revised temperature data on the "end-of-life" qualification. The unevaluated expiration of qualified-life would result in noncompliance with Regulatory Guide 1.89.

The concern is applicable to Units 1 and 2.

SUMMARY

OF EVENTS Date Discovered:

September 20,.1985 by DRR-114 Date NRC Notified as Potentially Reportable:

September 20, 1985 Interim Report to NRC:

October 10, 1985 Date Determined Reportable:

December 18, 1985 SAFETY IMPLICATION In the event the conditions had remained undetected, the oparability of some electrical equipment could not be assured.

These conditions could 4

adversely affect the ability of the operator to safely control plant operations.

CORRECTIVE ACTION A study of plant HVAC systems will be performed to assess room heat loads in areas containing equipment of impacted qualified-life.

The certification for this equipment will be reevaluated with analysis and certification re-performed as necessary based upon temperature information gathered from the HVAC study.

The current anticipated completion of this effort is June, 1986.

In the interim, a conservative service temperature (1040F) will be factored into the qualification packages.

These efforts, scheduled for completion in April, 1986, will assure adequate operating parameters through fuel load.
