Contrary to the above, prior to June 13, 2012, the licensee did not establish a test program that demonstrated that the control building air accumulations contained sufficient back up air to maintain the safety-related control building fresh air system dampers operable for its 24 hours post design basis accident mission time without operator action. The finding is considered to be of very low safety significance (Green), because it was not a design or qualification deficiency; did not represent either a loss of system safety function, an actual loss of safety function of a single train, or an actual loss of safety function; and did not screen as potentially risk significant due to a seismic, flooding, or severe weather initiating event.
