10 CFR 55.53(e) requires, in part, that to10 CFR 55.53(e) requires, in part, that to maintain active status, a licensee shall actively perform the functions of a senior operator on a minimum of seven 8-hour shifts of five 12-hour shifts per calendar quarter, and that if a licensee has not been actively performing the functions of a senior operator, the licensee may not resume licensed activities authorized by a license except as permitted by 10 CFR 55.53(f). 10 CFR 55.53(f) requires that before resumption of licensed functions, an authorized representtative of the facility licensee shall certify that: (1) the licensees qualifications and status are current and valid; and (2) that the licensee has completed a minimum of 40 hours of shift functions under the direction of an operator or senior operator as appropriate and in the position to which the individual will be assigned. Contrary to the above, on July 12, 2010, and July 14, 2010, prior to allowing a licensed Senior Reactor Operator (SRO) from conducting licensed activities, PSEG did not certify that the qualifications and status of the SRO was current and valid, regarding the SRO performing the functions of an SRO on a minimum of seven 8- hour or five 12-hour shifts per calendar quarter. In fact, the SRO had not completed the minimum of seven 8-hour or five 12-hour shifts per calendar quarter, yet was maintained in an active status by PSEG, and assumed an active SRO watch position on the two dates mentioned above. PSEG promptly certified the SRO in accordance with NRC requirements and entered the issue into its corrective action program as notification 20470402. PSEG then conducted an apparent cause evaluation and reviewed the issue for extent of condition. To prevent recurrence, PSEG revised its procedure to include a requirement to run a proficiency report two weeks prior to the end of each quarter and audit the results to identify any operators not meeting the proficiency requirements. PSEG also provided training on this issue to the Operations department.n this issue to the Operations department.
