A self-revealed TBD finding and an associa … A self-revealed TBD finding and an associated apparent violation of 10 CFR Part 50, Appendix B, Criterion XVI, Corrective Action, and Technical Specification 3.7.1 Residual Heat Removal Service Water (RHRSW) System, were identified for failure to identify a condition adverse to quality while performing corrective maintenance on Division 2 RHRSW outlet flow control valve E1150F068B prior to returning the Division 2 RHRSW system to service. Specifically, troubleshooting and associated post maintenance testing failed to identify and correct a failed anti-rotation key which resulted in an inoperable Division 2 RHRSW system for longer than its Technical Specification 3.7.1 allowed outage time.l Specification 3.7.1 allowed outage time.  +
