The licensee identified that the Unit 1 em … The licensee identified that the Unit 1 emergency diesel generator governors were left in droop mode at all times, so that during a loss of offsite power the speed and frequency of the EDGs would decrease as loading increased and cause a reduction in speed and capability from safety-related motors. The licensee determined that some EDG-powered safety-related motors would not have been capable of providing the required flow rate for a short period of time, but this did not prevent them from performing their safety function. Title 10 CFR Part 50, Appendix B, Criterion V, Instruction, Procedures, & Drawings, states, in part, that activities affecting quality shall be prescribed by procedures of a type appropriate to the circumstance. Contrary to the above, as of November 2, 2016, the procedure for Unit 1 EDG operations, an activity affecting quality, was not appropriate to the circumstance. Specifically, Procedure OP-1104.036, Emergency Diesel Generator Operation, Revision 74, did not state to set the speed droop settings for both A and B EDGs to zero when not load sharing with another power source and did not specify this as a requirement for the EDGs when in an emergency standby condition. The licensee immediately set the speed droop settings for both EDGs to zero and changed the procedure. The licensee documented the issue in their corrective action program as Condition Report CR-ANO-1-2016-04333. Using NRC Inspection Manual Chapter 0609, Appendix A, "The Significance Determination Process (SDP) For Findings At-Power, dated June 19, 2012, the inspectors determined the finding to be of very low safety significance (Green) because the deficiency did not result in a loss of a safety function.did not result in a loss of a safety function. +
