A finding of very low safety significance … A finding of very low safety significance (Green) and an associated violation of Technical Specification 4.1 were identified by the inspectors for the licensees calibration practices for process radiation instrument R-19 that did not qualify as a Channel Calibration as required by technical specifications. Specifically, the sources for calibration of R-19 were not of sufficient strength to test the instrument in the range where alarms were required to be operable. Corrective actions were taken for this issue and included revising EAL requirements to values within the range of the instrumentation. The inspectors determined that the issue was more than minor because it was associated with the Public Radiation Safety Cornerstone attribute of equipment and instrumentation and adversely affected the cornerstone objective to ensure protection of public health and safety from exposure to radioactive materials released into the public domain. The inspectors used IMC 0609, Significance Determination Process, Attachment D, Public Radiation Safety Significance Determination Process, dated February 12, 2008, and determined that the finding was in the licensees radiological effluent monitoring program and was contrary to a technical specification requirement. However, the finding was not related to a spill or release of radioactive material to the environment and, therefore, screened as an issue of very low safety significance (Green). The inspectors reviewed this issue for a cross-cutting aspect and determined that no cross-cutting aspect was applicable.at no cross-cutting aspect was applicable. +
