This violation of very low safety signific … This violation of very low safety significance was identified by the licensee and has been entered into the licensees corrective action program and is being treated as a NCV, consistent with Section 2.3.2 of the Enforcement Policy. Violation: 10 CFR 50.72(b)(3)(v)(C) requires licensees to a notify the NRC within 8 hours any event or condition that at the time of discovery could have prevented the fulfillment of the safety function of structures or systems that are needed to control the release of radioactive material. Contrary to the above, Entergy did not make a required notification pursuant to 10 CFR 50.72(b)(3)(v)(C). Specifically, on June 20, 2017, secondary containment was declared inoperable due to simultaneous opening of both airlock doors, and Entergy did not make the required notification until June 22, 2017. Significance/Severity: This violation is being treated under the NRCs traditional enforcement process, for impeding the regulatory process, specifically Entergy did not make a required notification, as outlined in Inspection Manual Chapter 0612, Appendix B. The Reactor Oversight Processs significance determination process does not specifically consider the regulatory process impact in its assessment of licensee performance. Therefore, it is necessary to address this violation which impedes the NRCs ability to regulate using traditional enforcement to adequately deter non-compliance. The severity of this violation was determined to be Severity Level IV, as outlined in Example 9 from Section 6.9.d. of the NRC Enforcement Policy.
