A finding of very low safety significance, and an associated NCV of Title 10 of the Code of Federal Regulations (10 CFR) 20.1501(c) was identified by the inspectors for the failure to adequately calibrate the electrometer utilized in the validation of a JL Shepherd Calibrator. Specifically on November 30, 2015, the licensee performed a validation of a JL Shepherd Calibrator to ensure its correct operation. The electrometer used was incorrectly calibrated. The electronics and the detectors were required to be calibrated as a set, and this was not performed. The licensee entered this issue into their CAP as CAP 1543432. The inspectors determined that the licensees failure to properly calibrate the electrometer was a PD. The PD was more than minor and a finding in accordance with IMC 0612, Appendix B, Issue Screening, because it was associated with the Occupational Radiation Safety Cornerstone attribute of Program and Process and affected the Cornerstone objective to ensure the adequate protection of worker health and safety from exposure to radiation from radioactive material during routine civilian nuclear reactor operation. The inspectors applied IMC 0609, Appendix C, Occupational Radiation Safety Significance Determination Process, to this finding. Since the finding was not associated with as-low-as-reasonably-achievable (ALARA) planning or work controls, nor was there an overexposure or a substantial potential for an over exposure and the ability to assess dose was not compromised, the finding screened as very low safety significance (Green). The inspectors determined that the performance characteristic of the finding that was the most significant causal factor of the PD was associated with the cross-cutting aspect of Challenge the Unknown in the Human Performance cross-cutting area, and involved the licensee not challenging an unauthorized substitution for part of the electrometer that was damaged during shipment.
