ALL AGREEMENT STATES, CONNECTICUT, INDIANA NRC NMSS, NRC REGIONS I, III, AND IV NOTIFICATION OF INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM (IMPEP) TEAM MEMBER ROSTER UPDATE (STC-21-034)

Purpose:

To provide each Agreement State, U.S. Nuclear Regulatory Commission (NRC)

Regions I, III, and IV, and the Office of Nuclear Material Safety and Safeguards with the opportunity to select staff to participate in the Integrated Materials Performance Evaluation Program (IMPEP) reviews.

Background:

It is the policy of the NRC to evaluate the Agreement State and NRC radiation control programs in an integrated manner using common and non-common performance indicators, as specified in Management Directive (MD) 5.6, Integrated Materials Performance Evaluation Program (IMPEP). The NRC conducts periodic reviews of radiation control programs to ensure that public health and safety are adequately protected from the potential hazards associated with the use of radioactive materials and that Agreement State programs are compatible with the NRCs program. The IMPEP process uses a team comprised of Agreement State and NRC staff to perform the reviews. The State Agreements (SA) Procedure SA-111 provides the details on the formal qualifications for IMPEP team members. The NRC maintains a roster of qualified IMPEP team members and uses this roster to staff future IMPEP review teams. Please note that the IMPEP review process takes90-105 days, including approximately one week to prepare for the review, one week to conduct the review, one week to document the results, and a day to make a presentation to the Management Review Board.

Action Needed: Please review the enclosed IMPEP team member roster to identify staff that should be:

1.

Removed from the roster (e.g., promoted to management, retired, or otherwise left the Program), or 2.

Added to the roster (e.g., fully qualified license reviewers and inspectors).

Discussion: The NRC would appreciate receiving your proposed updates to the roster within 14 days of the date of this letter. The NRC will review all proposed updates, revise the roster as appropriate, post the roster on the State Communications Portal Web site -

https://scp.nrc.gov/impeptools.html - and use the updated roster to identify candidates to support future IMPEP review teams.

Next Steps: The NRC will review the revised roster (e.g., list of IMPEP team members) to determine whether IMPEP review team candidates should attend an upcoming IMPEP team member training or IMPEP refresher training. In accordance with SA-111, IMPEP team members need to maintain core qualifications (refresher training) by attending IMPEP Team Member Training or participating in an IMPEP review within a 2-year period. The NRC IMPEP Project Manager will coordinate with IMPEP Team Leaders and the Regional State Agreements Officers to identify candidate team members for upcoming IMPEP reviews.
