UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 April 5, 2018 ALL AGREEMENT STATES, VERMONT, WYOMING IMPEP IMPLEMENTATION OF REVISED INSPECTION MANUAL CHAPTER 2800 (STC-18-025)

Purpose:

To inform the Agreement States of the decision on how the revised Inspection Manual Chapter (IMC) 2800, Materials Inspection Program, which was issued and became effective on September 12, 2017, will be applied through the Integrated Materials Performance Evaluation Program (IMPEP).

Background:

STC-17-069, dated September 26, 2017, notified Agreement States of the issuance of a revised IMC 2800. The revisions to the IMC included: (1) modifying the inspection scheduling window for Priority Codes 1, 2, 3, and 5, including effectively changing the former 25 percent buffer to 50 percent for inspection timeliness involving certain licenses; (2) the option of extending the initial inspection period for up to 18 months if licensees are not in possession of licensed material; and (3) allowing for extensions of inspection intervals based on good performance on a case-by-case basis.

The revised IMC 2800 can be accessed through the NRCs Agencywide Documents Access and Management System (ADAMS) using the Accession Number ML17186A204. It can also be found on the U.S. Nuclear Regulatory Commission (NRC) public Web site at:

Discussion: The NRC staff recognized holding an Agreement State or NRC program to different IMC 2800 inspection timeliness standards during an IMPEP review period would add unnecessary complexity for the program under review, particularly when the changes to IMC 2800 are less restrictive. As a result, NRC staff proposed that Agreement State and NRC programs be held to the revised inspection timeliness standards in IMC 2800 for the entire IMPEP review period. At the February 27, 2018, Management Review Board (MRB) meeting, the MRB supported this stance. As such, programs will be held to these less restrictive standards during IMPEP reviews immediately, specifically under the common performance indicator, Status of Materials Inspection Program.
