The Light c o m p a n y South Tem Project F.lectric Generating Station P. O. Box 289 Wadsworth, Texas 77483 Houston Lighting & Power February 14, 1996 ST-HL-AE-5296 File No.: G25 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555-0001 South Texas Project Units 1 & 2 Docket Nos. STN 50-498; STN 50-499 Houston Industries Organization Change On February 12,1996, Houston Lighting & Power (HL&P) implemented an organization change which affects the title and reporting relationship of the Group Vice President, Nuclear. The Group Vice President, Nuclear's title has beea changed to Executive Vice President & General Manager, Nuclear. The Executive Vice Presihnt & General Manager, Nuclea-now reports to the President and Chief Operating Officer of ilL&P instead of the Chairman of the Board and j

Chief Executive Officer of Houston Industries (the parent company of HL&P). No other changes related to the South Texas Project organization are involved in this reorganization. These changes will be reflected in a future revision of the Updated Final Safety Analysis Report.

Please update the NRC's distribution lists to reflect the new title.

This reorganization reflects the changing business needs of Houston Industries as the utility industry moves toward deregulation and does not reflect any change in HL&P's commitment to the operation and maintenance of the South Texas Project. The Executive Vice President &

General Manager, Nuclear will continue to have direct access both to the Chairman of the Board and Chief Executive Officer and to the Board of Directors of Houston Industries.
