These objectives have been held in strict confidence within Houston Lighting & Power Company (HL&P) to ensure that the players for the graded exercise are not aware of its contents.

HL&P requests the NRC consider the attachment as proprietary information until after the graded exercise on the basis that public disclosure prior to the exercise could bias the results of the exercise.
