A description of the incorporated changes is included with the revised chapters.
HL&P has reviewed this revision to the OQAP in accordance with 10CFR50.54 and 10CFR50.59 and determined that there is no reduction in effectiveness of the OQAP and there are no unreviewed safety questions.

Added paragraph 5.1.3.4 to define the position of
" Manager, Nuclear Engineering" and this position's reporting relationship.
Added " Nuclear Engineering" to Attachment I, Chapter 1.0, Nuclear Group - QA Functions.
NOTE This change was evaluated in USQE 91-0064.
The Nuclear Engineering Department was subsequently deleted as a departuent reporting to the Vice President of Nuclear Engineering. Its duties and responsibilities were reassigned as summarized in OQAP change QA-011.
Incorporated change QA-006 Deleted the responsibility for the Site Access Authorization Program from the Manager of Nuclear Security responsibilities, paragraph 5.1.2.2.
Changed the name of the " Site Access Authorization program" to the " Plant Access Authorization Program" and added the responsibility for this program to the Manager of Nuclear Licensing responsibilities, paragraph 5.1.6.
Deleted paragraph 5.1.7.
This paragraph defined the Human Resources - Nuclear's supporting function for the Site Access Authorization Program. Under the current organization this role is no longer defined or required.

NOTE This task has been assumed by the Nuclear Assurance Department; however, the task definition is below the level of detail for the responsibilities of the General Manager Nuclear Assurance provided in the OQAP and thus not included.

NOTE This change was directed by Nuclear Assurance Management to eliminate any confusion which might have occurred from the Quality Assurance Department reorganization which eliminated the Quality Engineering Section and reassigned committed functions to other sections within Quality Assurance.
