STN 50 498, STN 50-499 Emerrency Preparedness Procedures llI4P is presently enhancing its Emergency Preparedness Procedures and developing a revision to the STPECS Emergency Plan. Il14 P h.s identified several changes to the Emergency Action Levels (EAL) which are necessary for proper determination of EALs and for reducing the potential for confusion.

The attachment to this letter provides details regarding the changes and the corresponding pages from the implementing procedure.

The implementing procedure, OERP01-ZV-IN01, is a now procedure which will be formally provided to NRC along with the revised Emergency Plan, by August 30, 1991.

Pages 7-10 of 32 arc no different from the existing Emergency Plan EAL pages except for the annotations which provide more appropriate basis for determining EALs from radiation monitors.

Pages 16 and 17 of 32 represent new criteria to reduce the potential for confusion in determining EALs for loss of fission product barriers.

H1AP has reviewed the changes per 10CFR50.54(q) and determined that there is no reduction in the effectiveness of the Emergency Plan.

The changes to the EAL have been reviewed with the state of Texas and Matagorda County Officials.

IIIAP plans to implement these changes on August 1, 1991.
