South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Summary of Meeting with the NRC-Safe Shutdown Systems for Fire Protection On April 4, 1985, Houston Lighting & Power Company (HL&P) representatives met with members of the NRC staff to discuss details regarding the South Texas Projects (STP) alternate and safe shutdown capabilities.
A copy of the list of attendees, the meeting agenda and slides used during the presentation are attached (Attachments 1, 2 & 3 respectively).
HL&P presented the unique STP design features which, in the event of a fire (which disables our safe shutdown path), include the capability to safely shutdown the plant with two redundant pathways rather than one.
The unique design of STP consists chiefly of three redundant trains of safe shutdown capability, each of which is separated from the others by complete fire barriers.
HL&P emphasized that STP is requesting that the NRC Auxiliary Systems Branch (ASB) perform a review to verify the adequacy of the STP safe shutdown capabilities and to provide feedback to the Chemical Engineering Branch (CMEB).
HL&P provided a summary of the most significant points of the STP fire protection design, one of which is the fact that a complete Loss of Offsite Power (LOOP) is assumed for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. The NRC staff questioned the acceptability of the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and indicated that they normally require 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for a LOOP in conjunction with a fire.
