OF PUBLIC MEETING ON SECURITY RELATED TOPICS OF INTEREST - ADVANCE ACT AND SRM-COMSECY-19-0006 Date of Meeting:

Partially Closed Purpose of Meeting: The purpose of this meeting was to discuss physical security-related topics of interest. The open portion of the meeting provided an update on the U.S. Nuclear Regulatory Commissions (NRC) physical security-related initiatives under Section 507 of the ADVANCE Act and provided feedback to recommendations for Section 507 shared by the Nuclear Energy Institute (NEI) during the January 29, 2025, Reactor Oversight Program bimonthly public meeting. The second portion of the meeting discussed feedback provided to the NRC on the implementation of Commission direction from SRM-COMSECY-19-0006, Revised Security Inspection Program Framework. Specifically, the meeting discussed comments received from NEI on the NRCs draft Inspection Procedures 71130.03, Contingency Response - Force on Force Testing and 71130.05, Protective Strategy Evaluation and Performance Evaluation Program.
General Details: The meeting was attended by NRC personnel and external stakeholders.
Representatives from NEI, Entergy, and the Union of Concerned Scientists were among the participants that identified themselves and provided comments or questions. The open portion of the meeting started at 9:00am EDT and completed by 10:30am EDT. The closed portion of the meeting started at 10:45am and completed by 12:30pm. The meeting was held virtually over the Microsoft Teams application.
Summary of Presentation: The NRC provided a presentation on NRC implementation of the ADVANCE Act Section 507. Specifically, the NRC presented specific initiatives and timelines that are being developed for implementation for physical and cyber security inspection by the Office of Nuclear Security and Incident Response (NSIR).
Some of the initiatives that were discussed include revising the frequency for security inspection procedures; conducting a risk-informed evaluation of all security baseline inspection requirements to validate prioritization; developing a standardized inspection schedule and standardized request for information; expanding the language in inspection manual chapter June 12, 2025 Signed by Rey, Jeremiah on 06/12/25

0612 for Very Low Safety Significance Issue Resolution to add clarity for security related issues; implementing COMSECY 19-0006 to reduce the number of force-on-force (FOF) exercises from two NRC conducted exercises to one exercise; revising the Baseline Security Significance Determination Process; and enhancing the security issues forum process.
During the closed portion of the meeting, the NRC discussed the review and disposition of public comments on draft inspection procedures (IPs) 71130.03 and IP 71130.05. The comments were provided by NEI and were related to revisions that were made to conform with Commission direction in SRM-COMSECY-19-0006. Additional comments relative to NRC inspection of licensee use of multiple integrated laser engagement systems (MILES) were tabled for a later public meeting.
Action Items/Next Steps: The NRC committed to hold a future public meeting to discuss additional comments for IPs 71130.03 and IP 71130.05.
