' Staff-with. timely'.information concerning Shoreham Nuclear Power

' Station (SNPS)' activities, the Long Island Lighting. Company (LILCO). wishes' to advise the Commission of recent; changes we have made to'our Quality Assurance (QA) ' organization'.

LILCO~has l

implemented these changes:in order to more effectively utilize our. resource's.for activities a'ssociated with SNPS in its

non-operating,~defueled condition.

LILCO has determined that these changesuare-. administrative in nature and do not involve a change'in the technical specifications incorporated in SNPS operating' license...(NPF-82). or constitute an unreviewed safety /./r a J 1.

The Nuclear-Quality Assurance-Department (NOAD) has been integrated.with the LILCO Corporate Quality. Assurance Organization as shown-on the attached' organization chart.

The

. Manager, NOAD will, report to the-Manager of Corporate Quality

-Assurance.for policy matters, personnel administration, t

v coordination'of resources and budgetary control.

However, the

-direct operational control and day to day reporting remains,

~

as in the past,'to the Vice President - Office of CorporatG.

Based on.the contractual agreement between LILCO and the State of Now York that SNPS.will.not be operated and will be transferred to-the Long; Island Power Authority-(LIPA) for decommissioning,

-the fact that_all fuel has been removed from the reactor and.is presently stored in the Spent Fuel Storage Pool, and based on the_

-i Commission's Confirmatory Order Modifying License (NPF-82) issued March 29, 1990- prohibiting LILCO from placing any nuclear fuel into the Shoreham reactor vessel without prior Commission 1

approval, LILCO concludes that those organizational changes do not decrease the'NQAD effectiveness.

-The Manager, NQAD will continue 1to report on' day to day activities to the Vice President,. Office of Corporate Services and Office of Nuclear.

'He.willLalso continue to have direct _ communication to the President of the Company for nuclear safety matters.

Additionally,.thesefchanges logically follow from the information provided-to the Commission's Staff by LILCO Management during1the 1 July'28', 1989 public-meeting in Rockville, Maryland -(see s

transcript _at'pages_70-71).
