Internal guidance memoranda equating Haitians with restricted classes or denying them equal access compared to other nationals (e.g., Puerto Ricans). Agency records tied to NRC Form 782-A or equivalent forms, where Haitian individuals or institutions were reported, restricted, or excluded. All agency correspondence concerning Haitian reparations, indemnities, or claims arising from the 1825 French debt or later U.S.

II. Background & Purpose This request supports a Comprehensive Reparations Demand under the authority of: The National Identity Question Act (NIQA). The Nation Union Overbroad Data Act (NUODA). The Uniform Same System Act (USSA). Plaintiff asserts that Haitians, like Puerto Ricans, are entitled to recognition as American nationals under treaties and contracts. On September 8, 2025, the U.S. Nuclear Regulatory Commission published a document in the Federal Register (90 FR 43146) confirming the effective date of October 14, 2025, for the direct final rule that was published in the Federal Register on July 29, 2025. The direct final rule amended the TN Americas LLC, NUHOMS EOS Dry Spent Fuel Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 4 to Certificate of Compliance No. 1042. The effective date of October 14, 2025, for the direct final rule published July 29, 2025 (90 FR 35589), is confirmed.
