Yates, AnnaJulia I am a university student doing research on the NRC licensing process with Dr. Allison Macfarlane. I am looking for records of the dates and types of all RAIs sent and responses received for different commercial nuclear reactor licensing procedures-specifically for the Oklo Aurora reactor and the Kairos Hermes plant application. On the NRC website, I have found records for a few individual RAIs, but not the type of comprehensive list that is available for, for example, the NuScale US600 Standard Design Certification (attached). July 7, 2025 Week Ending: June 27, 2025 ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest Response to Diablo Canyon Seismic Hazard 2.206 Petition On June 26, 2025, the U.S. Nuclear Regulatory Commission (NRC) is scheduled to issue the directors decision (DD) (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML25160A125) regarding the Diablo Canyon seismic hazard in the response to the 2.206 petition submitted by the San Luis Obispo Mothers for Peace, Friends of the Earth, and Environmental Working Group on March 4, 2024, as supplemented June 7, July 17, and October 31, 2024 (ML24067A066, ML24162A079, ML24218A164, and ML24305A187, respectively). The DD denies the petitioners request for the immediate closure of Diablo Canyon on the basis that the seismic models developed by the licensee are adequate contrary to the assertions in the 4 concerns raised by the petitioners. An attachment to the DD addresses comments submitted by the petitioners on May 15, 2025 (ML24302A153); however, these comments resulted in no changes to the DD.

ADVANCE Act Section 507 Reactor Oversight Process Public Meeting On June 26, 2025, the NRC staff hosted a public meeting related to the ADVANCE Act Section 507 Reactor Oversight Process Performance Indicator (PI) program comprehensive review. Topics discussed included background on the current structure of inspection activities and PIs, examples of data to potentially utilize to better risk-inform baseline inspection activities, and considerations associated with implementation of a more data-informed inspection program. Attendees included representatives from the Nuclear Energy Institute, the industry, and members of the public. The next public meeting for the PI program comprehensive review is tentatively scheduled for July 22, 2025.

July 7, 2025 Week Ending: June 27, 2025 ENCLOSURE D Office of Nuclear Material Safety and Safeguards Items of Interest Fee Schedules; Fee Recovery for Fiscal Year 2025 (NRC-2023-0069; RIN 3150-AK95)

On June 24, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (90 FR 26730) to amend the licensing, inspection, special project, and annual fees charged to its applicants and licensees. The amendments are necessary to comply with the Nuclear Energy Innovation and Modernization Act, which requires the NRC to recover, to the maximum extent practicable, approximately 100 percent of its annual budget, less certain amounts excluded from this fee recovery requirement. In addition, the NRC is making amendments to implement a reduced hourly rate for advanced nuclear reactor applicants and pre-applicants for certain activities as required by the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024. The final rule is effective on August 25, 2025.

License Amendment Issued to Authorize Increased Possession Limits of HALEU On June 26, 2025, the NRC issued a license amendment to American Centrifuge Operating, LLC (ACO) to increase ACOs possession limits for high assay low enriched uranium (HALEU) to support ACOs Phase III HALEU demonstration program at the American Centrifuge Plant in Piketon, Ohio. The amendment authorizes ACO to produce at least 900 kg of HALEU per year for up to 9 years under a Department of Energy contract starting July 1, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25162A132). The NRC staff completed its review before the licensees need-by date of June 30, 2025, and with fewer resources than estimated.

NRC Staff Held Public Meeting with Grants Energy on In-Situ Recovery Project On June 25, 2025, NRC staff participated in a public meeting with Grants Energy, a subsidiary of Rio Grande Resources, to discuss the proposed Grants Precision In-Situ Recovery (ISR) project, which will be in San Mateo, NM. Grants Energy submitted a letter of intent on May 1, 2025, (ML25125A097) indicating their plans to submit a source material license application in Q2 of 2026. Grants Energy has also been accepted into the FAST-41 process and staff plan to engage with the applicant in pre-application activities. Grants Energy proposes a novel approach with the use of horizontally drilled injection and production wells. Representatives from the New Mexico Environment Department (NMED), the Wyoming Department of Environmental Quality (WYDEQ), and Multicultural Alliance for a Safe Environment (MASE) observed the meeting.
