Office of Nuclear Reactor Regulation Items of Interest Week Ending May 16, 2025 NRC Staff Issued a Letter Communicating its Determination that the Long Mott Generating Station Construction Permit Application Contains Sufficient Information to Begin its Detailed Technical Review.
On May 12, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff issued a letter communicating its determination that the Long Mott Generating Station construction permit application contains sufficient information to begin its detailed technical review. The NRC staff plans to provide a resource estimate and schedule for the completion of the safety and environmental reviews of the application in separate correspondence.
RES Staff Supported the PWR Owners Group (PWROG) On-Line Monitoring (OLM)
Program and the H.B. Robinson, Unit 2, Subsequent License Renewal (SLR) Application.
Office of Nuclear Regulatory Research (RES) staff recently served as surge capacity to support higher-priority licensing activities in the Office of Nuclear Reactor Regulation (NRR). Two recent examples are the PWR Owners Group (PWROG) On-Line Monitoring (OLM) Program and the H.B. Robinson, Unit 2, Subsequent License Renewal (SLR) Application. For the OLM Program, RES and NRR staff supported an April 29, 2025, pre-submittal meeting associated with a future PWROG Topical Report to use a machine learning algorithm for assessing whether a channel calibration is required of a Technical Specifications (TS) instrumentation channel at the next scheduled plant refueling outage. If approved, the PWROG OLM program described in the Topical Report could provide a more efficient supplement to periodic (outage-based), TS-required instrument calibration surveillances. For the Robinson SLR, expert staff in RES perform one-over peer reviews of draft reports and safety evaluations of the electrical and environmental qualification portions of the application and help to train new NRR staff conducting SLR reviews. RES staff also participate in NRRs License Renewal Policy Initiative Working Group to improve efficiencies in safety reviews of SLRs.
NRC Issued Information Notice 2025-03, Advance Act Section 102 Implementation.
On May 13, 2025, the NRC issued Information Notice 2025-03, Advance Act Section 102 Implementation (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML25090A213). The purpose is to notify licensees and applicants of the requirements of Section 102 of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024, and the NRCs efforts to develop a comprehensive strategy for meeting these requirements.
Southern Nuclear Operating Company, Inc. Submitted the Edwin I. Hatch Nuclear Plant, Units 1 and 2 Subsequent License Renewal Application.
On May 15, 2025, Southern Nuclear Operating Company, Inc. submitted the Edwin I. Hatch Nuclear Plant, Units 1 and 2 (Hatch) subsequent license renewal application (ML25135A391),
requesting the extension of the operating licenses for an additional 20 years beyond the current 60-year terms. Hatch is a two-unit boiling water reactor plant with current operating licenses that expire on August 6, 2034, for Unit 1, and June 13, 2038, for Unit 2.

NRC Established Docket No. 99902144 for Hadron Energy, Inc. (Hadron) Licensing Activities.
On May 16, 2025, the NRC established Docket No. 99902144 for Hadron Energy, Inc. (Hadron) licensing activities related to the company's May 9, 2025, submittal of a non-proprietary Regulatory Engagement Plan. Hadron intends on pursuing a Standard Design Approval application and manufacturing and fuel loading license applications. Hadron is developing a standardized, factory-built, transportable, 2 MWe, low-enriched uranium fueled, light-water cooled and moderated microreactor design for commercial licensing and deployment. The Hadron microreactor design is anticipated to be referenced in future site-specific construction and operating license applications.
