STAFF REQUIREMENTS - SECY-25-0042 -

RECOMMENDATION TO INCREASE RESIDENT INSPECTOR TOUR LENGTH The Commission has approved the staffs recommended Option 3, to extend resident inspector tour length limits from seven to ten years to address the continued difficulty in staffing resident inspector program positions.

Once this change is implemented and after an appropriate amount of time, the staff should conduct an effectiveness assessment of this and other Commission-directed changes on resident inspector recruitment and retention efforts in one of the annual reports to the Commission on the health of the resident inspector program.

In addition to the engineering series (0801), the staff should expand the potential resident inspector applicant pool to include the general physical sciences series (1301) and, regardless of when it was gained, years of equivalent applicable experience or a combination of education and experience, while maintaining the existing inspector training and qualification program.

The staff should also take proactive measures to ensure additional flexibility, stability, and career growth for resident inspectors by:

approving, as standard practice, end-of-tour full-time telework for resident inspectors for up to three years to avoid unnecessary relocation hardships, and; investing in continuous training and development of resident inspectors consistent with the needs of the region to prepare staff for future positions.
