Office of Nuclear Reactor Regulation Items of Interest Week Ending March 7, 2025 U.S. Nuclear Regulatory Commission (NRC) Released for Public Comment Draft Revision 4 of NUREG-1482, Guidelines for Inservice Testing at Nuclear Power Plants: Inservice Testing of Pumps and Valves and Inservice Examination and Testing of Dynamic Restraints (Snubbers) at Nuclear Power Plants.

On February 28, 2025, the U.S. Nuclear Regulatory Commission (NRC) released for public comment draft Revision 4 of NUREG-1482, Guidelines for Inservice Testing at Nuclear Power Plants: Inservice Testing of Pumps and Valves and Inservice Examination and Testing of Dynamic Restraints (Snubbers) at Nuclear Power Plants. This new revision provides updates on developments in inservice testing (IST), including the code of record interval flexibility introduced in the rulemaking amending 10 CFR 50.55a, Code and standards, (89 Federal Register 58039; July 17, 2024). This flexibility expands the code of record interval from 10 years (120 months) to two consecutive IST and inservice inspection (ISI) program intervals. Draft NUREG-1482, Revision 4, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML24277A142. The NRC staff plans to engage with external stakeholders and solicit public comments to further improve the NUREG.

NRC Staff Signed the Christopher M. Crane Clean Energy Center / Three Mile Island Nuclear Station, Unit 1, Restart Panel Charter.

On March 4, 2025, the NRC staff signed the Christopher M. Crane Clean Energy Center /

Three Mile Island Nuclear Station, Unit 1, Restart Panel Charter. This charter defines the responsibilities for the Crane Restart Panel, as it relates to inspection and licensing activities until commercial operation resumes. The Crane Restart Panels primary objective is to proactively identify and promptly resolve any licensing, inspection, or regulatory challenges that concern the restart, and the members are senior management from across the agency.

Office of Nuclear Reactor Regulation (NRR) Conducted a Joint Public Workshop with the Nuclear Energy Institute (NEI) and Other Industry Representatives, Which Offered a Unique Knowledge Management (KM) Opportunity to Share Lessons Learned from the 10 CFR 50.69 Licensing and Oversight Programs.

On March 5, 2025, the Office of Nuclear Reactor Regulation (NRR) conducted a joint public workshop with the Nuclear Energy Institute (NEI) and other industry representatives, which offered a unique knowledge management (KM) opportunity to share lessons learned from the 10 CFR 50.69 licensing and oversight programs. There were approximately 400 attendees, including staff from various offices throughout the agency and industry representatives from various facilities. NRC staff and industry representatives provided shared experiences and lessons learned from the initial development and review of the 10 CFR 50.69 license amendment request, as well as the inspection of the implementation of the 50.69 program following NRC approval. Industry also discussed the safety benefits of adopting this program.

The workshop proved to be a success in providing KM to support the expansion and integration of risk information into the staffs decision-making practices for both licensing and oversight activities. Staff, in coordination with industry, will look for future opportunities to continue these KM public workshops.

NRC Held a Public Meeting to Initiate Discussions on Technical Considerations for the Proposed Use of Offsite Meteorological Data as an Alternative to or in Combination with Onsite Meteorological Measurements.

On March 6, 2025, NRC staff held a public meeting to initiate discussions on technical considerations for the proposed use of offsite meteorological data as an alternative to or in combination with onsite meteorological measurements. This meeting was convened as part of the agencys ongoing efforts to update and modernize regulatory guidance as called for in the ADVANCE Act. This topic is of significant interest to the nuclear industry, as applicants for advanced reactors have begun submitting applications that incorporate offsite meteorological data in lieu of data from an onsite monitoring program.
