Office of Nuclear Reactor Regulation Items of Interest Week Ending February 7, 2025 U.S. Nuclear Regulatory Commission (NRC) Staff Verbally Approved a Notice of Enforcement Discretion (NOED) Request for Hope Creek Unit 1 to Not Enforce Action (e) of TS 3.8.1.1 that Requires the Plant be in Hot Shutdown Within 12 Hours if One of Two Diesel Generators Cannot be Restored to Operable On January 31, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff verbally approved a Notice of Enforcement Discretion (NOED) request for Hope Creek Unit 1 to not enforce Action (e) of TS 3.8.1.1 that requires the plant be in hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> if one of two diesel generators cannot be restored to operable. Three of Hope Creeks four diesel generators are needed to support emergency loads. Hope Creek requested the completion time be extended by 28 hours3.240741e-4 days <br />0.00778 hours <br />4.62963e-5 weeks <br />1.0654e-5 months <br /> to restore a diesel generator that was out for planned maintenance to operable. Texas A&M University Announced that it Offered Land Near its Rellis Campus to Four Nuclear Reactor Companies to Build Small Modular Reactors On February 4, 2025, Texas A&M University announced that it offered land near its Rellis Campus to four nuclear reactor companies to build small modular reactors. Kairos Power, Natura Resources, Terrestrial Energy and Aalo Atomics have agreed to bring reactors to the Rellis Campus as part of a project dubbed, The Energy Proving Ground. Its anticipated that the first reactors could be constructed within five years, and power generated at the proving ground could supply the Electric Reliability Council of Texas. Texas A&M-Rellis has already engaged the NRC on an Early Site Permit for the proving ground.

NRC Issued Order to the Licensees of Certain Current Non-Power Production or Utilization Facilities (NPUFs) Establishing Initial Final Safety Analysis Report Update Due Dates Consistent with the Non-Power Production or Utilization Facility License Renewal Rule On February 6, 2025, the NRC issued Order EA-NRR-2025-0013 to the licensees of non-power production or utilization facilities (NPUFs) identified in the attachment to the Order (ML24354A200). The Order modifies certain current NPUF licenses and establishes initial final safety analysis report update due dates for existing NPUFs consistent with the Non-Power Production or Utilization Facility License Renewal Rule dated December 30, 2024. The Order is effective upon issuance and conforming amendments will be issued to each affected licensee to modify their respective operating licenses to state, This license is effective as of the date of its issuance and has no fixed term.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending February 7, 2025 List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM UMAX Canister Storage System, Certificate of Compliance No. 1040, Revision 1 to Amendment Nos. 0 Through 2; Direct Final Rule; 10 CFR 72 (NRC-2024-0182; RIN 3150-AL22)

On February 4, 2025, the U.S. Nuclear Regulatory Commission published a notice in the Federal Register (90 FR 8861) amending its spent fuel storage regulations by revising the Holtec International HI-STORM UMAX Canister Storage System listing within the List of approved spent fuel storage casks to include Revision 1 to Amendment Nos. 0 through 2 to Certificate of Compliance (CoC) No. 1040. Revision 1 to Amendment Nos. 0 through 2 updates the CoC appendix A technical specifications for radiation protection and the associated bases information to clearly articulate the basis for the dose rate limits for the closure lids, modify the dose rate limit values and the description of the location of the dose rate measurements, and make other editorial changes. Comments are requested by March 6, 2025. The companion proposed rule was also published in the Federal Register on February 4, 2025 (90 FR 8910).

The direct final rule is effective April 21, 2025.

The purpose of this contract is for the contractor to provide NRC.gov, a total solution managed Cloud Service PaaS/SaaS delivered as an annual subscription consistent with Digital.gov best practices. The period of performance is from February 1, 2025, through January 31, 2026, with no option periods. The total potential value of the contract can be up to $721,880.
