On January 13, 2025, NANO Nuclear Energy Inc. (NANO) issued a press release indicating that it had closed the acquisition of Ultra Safe Nuclear Corporation (USNC) assets and technology in the auction held as part of the USNC bankruptcy proceedings. The staff understands that going forward, NANO intends to continue the collaboration with the University of Illinois at Urbana-Champaign (UIUC) on UIUCs planned research reactor project based on USNC-developed technology.
Constellation Energy Generation, LLC Submitted a License Amendment Request to Change the Name of Three Mile Island Nuclear Station, Unit 1 (TMI-1) to the Christopher M. Crane Clean Energy Center (Crane Clean Energy Center or CCEC)
On January 13, 2025, Constellation Energy Generation, LLC submitted a license amendment request to change the name of Three Mile Island Nuclear Station, Unit 1 (TMI-1) to the Christopher M. Crane Clean Energy Center (Crane Clean Energy Center or CCEC)
(Agencywide Documents Access and Management System (ADAMS) Accession No. ML25013A311). The licensee is requesting approval by May 23, 2025, to support future licensing actions and docketed correspondence related to the restart of TMI-1 to include the new facility name.
U.S. Nuclear Regulatory Commission (NRC) Staff Hosted a Public Meeting to Gather Public Comments and Discuss the Agencys Plans for Implementing Section 507 of the ADVANCE Act On January 15, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting to gather public comments and discuss the agencys plans for implementing Section 507 of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act, which pertains to oversight and inspection programs. The meeting focused on options for revising the reactor oversight process (ROP). Attendees included representatives from Nuclear Energy Institute, the industry, and members of the public. The next public meeting on ROP-related ADVANCE Act matters is scheduled for January 29, 2025.

The staff presented on radiation protection related topics including analyzing occupational dosimetry data and radiation monitor calibration as well as ALARA related inspection findings, violations, and observations. Attendees provided positive feedback on the staffs presentations and expressed their appreciation of the staffs participation in the symposium.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending January 17, 2025 Adjustment of Civil Penalties for Inflation for Fiscal Year 2025; Final rule; 10 CFR Parts 2 and 13 (RIN: 3150-AK96; NRC-2023-0070)
On January 15, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (90 FR 3612) amending its regulations to adjust the maximum civil monetary penalties it can assess under statutes enforced by the agency. These changes are mandated by the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015. The NRC is amending its regulations to adjust the maximum civil monetary penalty for a violation of the Atomic Energy Act of 1954, as amended, or any regulation or order issued under the Atomic Energy Act from $362,814 to $372,240 per violation, per day. Additionally, the NRC is amending provisions concerning program fraud civil penalties by adjusting the maximum civil monetary penalty under the Program Fraud Civil Remedies Act from $13,946 to $14,308 for each false claim or statement. The final rule is effective on January 15, 2025.
Law Enforcement Response in Power Reactor Physical Protection Programs; Proposed interpretive rule; request for comment; 10 CFR 73 (NRC-2024-0167)
On January 17, 2025, the NRC published a document in the Federal Register (90 FR 5743) issuing a notice of proposed interpretation of regulatory requirements to clarify that a power reactor applicant or licensee may, when designing or updating its physical protection program, incorporate law enforcement response into its site physical protection program through the implementation of a site-specific Security Bounding Time. This proposed interpretation would provide flexibility to applicants and licensees by allowing them to consider the assistance of law enforcement responders as part of the physical protection program. Comments are requested by March 3, 2025.
