Dear FOIA Officer,

Pursuant to the Freedom of Information Act, 5 U.S.C. § 552, and the implementing FOIA regulations of the agency, I respectfully request the following: Documents sufficient to account for: 1) Documentation or records identifying any personnel who transitioned from Schedule C appointments to SES positions within the last year, including the dates and circumstances of such transitions. 2) A complete list of all SES employees hired in the last year or promoted to SES in the last year. The resume provided by the individual to the agency in connection with determining the appropriate salary for the individual, or if that is not available, a recent resume contained within the agency's records.

Copies of any SF-50 forms for the individual reflecting any change in position, title, or salary, including when the employee starts or leaves a position. 3) The most recent organizational and hierarchy charts published or disseminated interally by the agency or subordinate organizational entity.

Office of Nuclear Reactor Regulation Items of Interest Week Ending December 27, 2024 Constellation Energy Generation, LLC (CEG) Exemption Request On November 19, 2024, Constellation Energy Generation, LLC (CEG), submitted a request for exemption from certain requirements of 10 CFR 50.82(a)(2) as part of its proposed regulatory path to restart Three Mile Island Nuclear Plant, Unit 1, to be renamed Crane Clean Energy (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24324A048). Specifically, CEG requested an exemption from the 10 CFR 50.82(a)(2) restriction that prohibits reactor power operations and retention of fuel in the reactor vessel. On December 20, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff issued its letter accepting the application for review. The NRC staff recognized that this exemption is part of several licensing actions CEG intends to request to enable the restart. This is the second plant to submit such a request to reauthorize power operations following entering a decommissioning status.

Limerick Digital Instrumentation and Controls (I&C) License Amendment Request Review On December 23, 2024, the Office of Nuclear Reactor Regulation (NRR) management held a call with Constellation management to ensure the licensee had a clear understanding of the status of the component interface module (CIM) system portion of the Limerick digital Instrumentation and Controls (I&C) license amendment request review. The CIM system is part of the new digital plant protection system that Constellation plans to install at Limerick. NRR management discussed the NRC staffs technical concern with the information provided by the licensee to demonstrate that the CIM system is not susceptible to a common cause failure due to latent design failure. After completing an audit of the CIM system in November 2024, the NRC staff sent Constellation draft requests for confirmation information and requests for additional information to obtain information needed to address the concern with the CIM system on December 19, 2024.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending December 27, 2024 U.S. Nuclear Regulatory Commission (NRC) Approved Exemption Request from Constellation Energy Generation, LLC (Constellation) to Allow Use of MPC-68M-CBS Canisters at the LaSalle County Station (LSCS) Unit 1 and Unit 2 Independent Spent Fuel Storage Installation (ISFSI)

On December 20, 2024, the U.S. Nuclear Regulatory Commission (NRC) approved an exemption to Constellation Energy Generation, LLC (Constellation) for the LaSalle County Station (LSCS) Units 1 and 2 independent spent fuel storage installation (ISFSI). LSCS has used MPC-68M-CBS canisters in storage and plans a future loading of MPC-68M-CBS, which does not meet the specifically identified terms, conditions, and specifications in the certificate of compliance for the HI-STORM 100 MPC Storage System. This exemption was issued six months earlier from the requested date of May 9, 2025, and it would allow the ongoing storage of four MPC-68M-CBS canisters in the HI-STORM 100 MPC Storage System and a future loading of four MPC-68M-CBS canisters at LSCS ISFSI beginning in June 2025 without restoring compliance. The exemption decision (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24302A188) was published in the Federal Register (89 FR 104234).
