Ritzman, Robin Curtiss-Wright 10 CFR 21.21(c) states: For persons licensed to operate a nuclear power plant under part 50 or part 52 of this chapter, evaluation of potential defects and appropriate reporting of defects under §§ 50.72, 50.73, or § 73.71 of this chapter, satisfies each persons evaluation, notification, and reporting obligation to report defects under this part, and the responsibility of individual directors and responsible officers of these licensees to report defects under Section 206 of the Energy Reorganization Act of 1974.

Historically, many individuals at nuclear power plants have understood this to mean that if a report was made under 10 CFR 50.73, that the reporting guidance delineated in 10 CFR 21.21 was also met. This understanding has recently been challenged with the issuance of two Unresolved Items where the NRC inspector has questioned whether the information provided in the Licensee Event Report (LER) submitted in accordance with 10 CFR 50.73 provided sufficient information to meet the requirements of 10 CFR 21.21. During subsequent discussion between NRC representatives and industry representatives, industry representatives became aware of guidance that the Office of General Counsel has provided to NRC staff regarding crediting an LER for meeting the requirements of 10 CFR 21.21. In order to assist the nuclear power industry to comply with NRC expectations, we are requesting this guidance.

Cimino, Dennis Thank you for the reply. I also am interested in a Congressional inquiry dating back to 1976'ish or so, where a contingent of Congress people and F.B.I descended upon the U.S.S. Truxtun because more than 120 crewmen who worked in the ENGINEERING SECTIONS of the ship (NUCS) sent a signed letter to the U.S.

Congress, in which they stipulated they all had used LSD while at the reactor controls of the ship's '2' powerplants (D2G's) and were then interviewed by F.B.I. and in some cases, polygraphed over this disclosure. Another concern is the incidence where primary reactor coolant was 'accidentally' cross fed into the ship's POTABLE WATER tanks, and for several hours, many of us showered with the COBALT 60 'shampoo' and later dozens of us lost large clumps of our hair and had bleeding gums and other signs of exposure, ranging from 'incessant nosebleeds' to 'significant hair losses' well beyond the exposure window.

Office of Nuclear Reactor Regulation Items of Interest Week Ending December 20, 2024 Staff Released a White Paper Offering Alternatives to the Proposed Part 53, as Directed by the Commission in SRM-SECY-23-0021 On December 20, 2024, the staff released a white paper (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24355A087) offering alternatives to the proposed Part 53, as directed by the Commission in SRM-SECY-23-0021. The proposed alternatives would adapt the previously developed Framework B of Part 53 to provide approaches to advanced reactor regulation where risk analyses would be used in a supporting or confirmatory role during the licensing process. The staff will discuss this paper in a public meeting on January 16, 2025. Feedback from the public meeting will be used to inform the staffs recommended approach to the Commission in a forthcoming policy paper.
