Office of Nuclear Reactor Regulation Items of Interest Week Ending August 30, 2024 U.S. Nuclear Regulatory Commission (NRC) Issues Final Environmental Assessment and Finding of No Significant Impact for Kairos Hermes 2 On August 30, 2024, the staff issued the final Environmental Assessment (EA) and finding of no significant impact (FONSI) regarding the construction permit application for the Kairos Power, LLC Hermes 2 test reactor project in Oak Ridge, Tennessee. The EA determined that the environmental impacts of construction of the Hermes 2 testing facility would be small and would not have a significant effect on the quality of the human environment. The Federal Register Notice announcing the EA and FONSI will be published on or about September 5, 2024.

NRC Met with Officials from the U.S. Army at the Pentagon to Discuss the Armys Planned Deployment of Microreactors to Power Critical Infrastructure at Domestic Military Bases On August 29, 2024, management from the Office of Nuclear Reactor Regulation and the Office of the General Counsel met with officials from the U.S. Army at the Pentagon to discuss the Armys planned deployment of microreactors to power critical infrastructure at domestic military bases. The meeting included a discussion of the various licensing pathways, pre-application engagement, recent NRC experiences with conducting non-light water reactor reviews, and ongoing and planned enhancements to facilitate timely advanced reactor licensing and deployment, including provisions outlined in the ADVANCE Act. The Army is currently in the process of selecting vendor(s) for two pilot projects that will be licensed by the NRC.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending August 30, 2024 American Society of Mechanical Engineers 20213-2022 Code Editions: Final Rule; 10 CFR Part 50 (NRC-2018-0289; 3150-AK82)

On August 30, 2024, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (89 FR 70449) amending its regulations to incorporate by reference the 2021 Editon of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code and the 2022 Edition of the ASME Operation and Maintenance of Nuclear Power Plants, Division 1, OM Code: Section IST, for nuclear power plants. This action is in accordance with the NRCs policy to periodically update the regulations to incorporate by reference new editions of the ASME Codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient. This amendment also incorporates changes that do not change the technical information. This final rule is effective on September 30, 2024.

Office of Administration Items of Interest Week Ending August 30, 2024 U.S. Nuclear Regulatory Commission (NRC) Headquarters Space Renovation and Reconfiguration Support On August 23, 2024, contract number 31310024D0007 was awarded to K&G Electrical Contractors in Upper Marlboro, MD. The purpose of this contract is to procure all labor, materials, equipment, transportation, and supervision, etc. to satisfy NRC requirements for demolition, repairs, alterations, and construction related to space renovation and reconfiguration at NRC Headquarters. The period of performance is from August 1, 2024, through July 31, 2025, with two option periods. The total potential value of the contract can be up to $1,000,000.

Digitization of Media Tapes On August 26, 2024, contract number 31310024P0031 was awarded to Upslope Advisors, Inc.

in Denver, CO. The purpose of this contract is to obtain expert technical assistance services from the contractor to digitize classified and unclassified media tapes to a usable format for future transcription services. The period of performance is from October 1, 2024, through September 30, 2025, with one option period. The total potential value of the contract can be up to $874,125.10.

Help Desk Services for the Electronic Information Exchange (EIE) System and the Meta System On August 26, 2024, contract number 47QTCB22D0681/31310024F0126 was awarded to LPS AQIWO 8A JV LLC in Anchorage, AK. The purpose of this contract is to provide and manage a contact center to support the operation of the NRC EIE and Meta Systems and NRC licensing activities. The period of performance is from September 1, 2024, through August 31, 2025, with two option periods. The total potential value of the contract can be up to $1,356,549.42.

VMWare Annual Support Agreement On August 26, 2024, contract number NNG15SD12B/31310024F0130 was awarded to CTG Federal LLC in Port St. Lucie, FL. The purpose of this contract is to procure the VMWare yearly support agreement. The period of performance is from October 1, 2024, through September 30, 2025, with two option periods. The total potential value of the contract can be up to $1,194,629.
