Office of Nuclear Reactor Regulation Items of Interest Week Ending August 2, 2024 U.S. Nuclear Regulatory Commission (NRC) Issued Two Amendments for Grand Gulf Nuclear Station, Unit 1 On July 29, 2024, the staff issued two amendments for Grand Gulf Nuclear Station, Unit 1, (Grand Gulf) to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505 for risk-informed completion times (CTs) of Technical Specification (TS) limiting condition for operation (LCOs) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24176A120), and to implement 10 CFR 50.69 for risk-informed categorization and treatment of structures, systems, and components (SSCs) (ML24172A250). The TSTF-505 amendment adds substantial flexibility by providing for up to a 30-day backstop for TS LCO CTs. The 10 CFR 50.69 amendment allows the implementation of a process for categorizing and special treatment of SSCs using risk. The advancement of the licensees Probabilistic Risk Assessment to support these initiatives will add substantial opportunities to enhance the use of risk in licensee programs and operations. Including the Grand Gulf approvals, the U.S. Nuclear Regulatory Commission (NRC) has issued 36 TSTF-505 amendments, and 39 10 CFR 50.69 amendments for nuclear power plants.
Public Meeting with X-energy to Discuss their Geotechnical and Groundwater Investigation Approach On August 1, 2024, NRC staff issued a revised schedule for Electric Power Research Institute Technical Report (TR) 3002025288, Enhanced Risk-Informed Categorization Methodology for Pressure Boundary Components, accepted for review on July 11, 2024 (ML23352A054). Staff prioritized and reduced the review schedule by 5 months by leveraging an aggressive schedule using audits and public interactions to gain efficiencies. Staff anticipates wide usage of this TR by licensees once its approved.
NRC Held a Pre-submittal Meeting with X-energy to Discuss their Design Change for the Xe-100 Reactor Cavity Cooling System (RCCS) for Project Long Mott On August 1, 2024, the staff held a pre-submittal meeting with X-energy to discuss their design change for the Xe-100 RCCS for Project Long Mott, changing from an air-cooled to a water-cooled design.
The Palisades Restart Panel (PRP) Held a Public Meeting with Holtec to Discuss the Current Status of the Project On August 1, 2024, the Palisades Restart Panel (PRP) held a public meeting with Holtec to discuss the current status of the project. Over 100 people attended in person and online. The PRP addressed comments and questions for approximately 2.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> during the meeting. On July 31, 2024, the staff toured the Palisades site.
NRC Issued its Review Schedule for the Subsequent License Renewal Application for Dresden Nuclear Power Station, Units 2 and 3 On August 2, 2024, the staff issued its review schedule for the subsequent license renewal application for Dresden Nuclear Power Station, Units 2 and 3. determined that the application contained sufficient information and stated that it was in the process of formulating its review schedule and resource estimates. Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending August 2, 2024 American Society of Mechanical Engineers Code Cases and Update Frequency; Final Rule; Correction; 10 CFR Part 50 [NRC-2018-0291; RIN 3150-AK23]
On July 29, 2024, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (89 FR 60795) correcting a final rule that was published in the Federal Register on July 17, 2024 (89 FR 58039), regarding changes to its regulations to incorporate by reference revisions of three regulatory guides, which would approve new, revised, and reaffirmed code cases published by the American Society of Mechanical Engineers. This action is necessary to correct a misspelled word, a grammatical error, an amendatory instruction, and footnote references. The correction is effective August 16, 2024.
Office of Nuclear Material Safety and Safeguards (NMSS) Conducted a Hybrid Seminar on Advanced Technology Fuels On July 30-31, 2024, Office of Nuclear Material Safety and Safeguards (NMSS) conducted a hybrid seminar on advanced technology light water reactor (LWR) fuels (ATF) & high-assay low-enriched uranium and non-LWR fuels and how these new technologies affect fuel cycle facility, transportation package, and spent fuel storage system licensing for NRC technical staff. Staff from NMSS, Office of Nuclear Regulatory Research (RES), and contractors from Oak Ridge National Laboratory presented on several key US initiatives (e.g., ATF technologies and non-LWR reactor technologies). More than 75 participants from the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, NMSS, and RES attended the workshop, as well as staff from the regional offices.

Archer Software Upgrade, Maintenance Support, and Professional Services On July 31, 2024, contract number NNG15SD80B/31310024F0028 was awarded to August Schell Enterprises, Inc. in Rockville, MD. The purpose of this contract is to procure a proprietary software solution of Archer software use cases, upgrade and maintenance support, and professional services. The period of performance is from September 24, 2024, through September 23, 2025, with four option periods. The total potential value of the contract can be up to $1,478,359.21.
Technical Support for Developing and Maintaining an Enhanced Software Framework for the Extremely Low Probability of Rupture (xLPR) Probabilistic Fracture Mechanics Code On July 31, 2024, contract number 31310024C0016 was awarded to Information Systems Laboratories, Inc. in Poway, CA. The purpose of this contract is to obtain expert technical assistance services to redesign and refactor the xLPR Framework to support increased capacity, performance, flexibility, and maintainability.
