Office of Nuclear Reactor Regulation Items of Interest Week Ending June 28, 2024 U.S. Nuclear Regulatory Commission (NRC) Approves TSTF-505 Amendments for Arkansas Nuclear One On June 25, 2024, U.S. Nuclear Regulatory Commission (NRC) staff issued an amendment for Arkansas Nuclear One, Unit 2 to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505 for risk-informed extended completion times (CTs) of Technical Specification (TS) limiting condition for operation (LCO). The TSTF-505 amendment adds substantial TS flexibility by providing for up to a 30-day backstop for TS LCO CTs. The advancement of the licensees Probabilistic Risk Assessment to support these initiatives will add substantial opportunities to enhance the use of risk in licensee programs and operations. Including this approval, the NRC has issued 35 TSTF-505 amendments for nuclear power plants.

Electric Power Research Institutes (EPRIs) Topical Report Submittal for Their Alternate Licensing Strategy (ALS) Regarding Loss-of-Coolant Accident (LOCA) Induced Fuel Fragmentation, Relocation, and Dispersal (FFRD), Accepted for Review On June 25, 2024, NRC staff accepted for review the Electric Power Research Institutes (EPRIs) Topical Reports (TRs) for their Alternate Licensing Strategy (ALS) regarding Loss-of-Coolant Accident (LOCA) induced Fuel Fragmentation, Relocation, and Dispersal (FFRD). The EPRI TR package (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML24121A203) includes EPRIs overall methodology, supplemental material consisting of probabilistic fracture mechanics analysis (xLPR) and cladding rupture evaluations for small and intermediate sized breaks. The NRC acceptance package (ML24170A812) includes completion forms and schedules for three TRs, and the withholding determination for the proprietary TR.

NRC Staff Verbally Authorized an Alternative to Certain Inservice Testing Requirements for Three Specific Air-Operated Valves in the Essential Service Water System at Byron, Unit 2 On June 26, 2024, NRC staff verbally authorized an alternative to certain Inservice Testing requirements for three specific air-operated valves in the Essential Service Water System at Byron, Unit 2, until after the 2A Containment Chiller is returned to operable status, but no later than July 19, 2024. The alternative request was submitted on June 25, 2024, as allowed by 10 CFR 50.55a(z)(2), Hardship without a compensating increase in quality and safety. Testing these valves would take the 2B Containment Chiller out of service. Having both Containment Chillers out of service has adverse impacts on plant equipment and increases the chances of a plant shutdown at a time when there are grid alert conditions because of hot weather.

Office of Nuclear Reactor Regulation (NRR) Staff and Regional Radiation Protection (RP)

Inspection Staff Attended the Annual NEI Radiological Effluent and Environmental Workshop From June 24 through Jun 26, 2024, Office of Nuclear Reactor Regulation (NRR) staff and regional radiation protection (RP) inspection staff attended the annual NEI Radiological Effluent JULY 3, 2024 ENCLOSURE C

and Environmental Workshop that was held in Minneapolis, MN. The staff presented and responded to questions on RP-related topics including radiological effluent data and environmental monitoring and inspection findings, violations, and observations related to effluents and environmental programs at nuclear power plants. The workshop proved to be a success in providing an opportunity for invaluable exchange of information between the industry and NRC staff.

Public Meeting to Discuss NRC Staff and Industry Preparations for Upcoming Power Uprate Licensing Applications.

On June 26, 2024, NRC staff held a public meeting to discuss NRC staff and industry preparations for upcoming power uprate licensing applications. The meeting was attended by over 100 people from the NRC, industry, and members of the public. The discussion in the meeting identified several potential areas for continued industry engagement including plant-specific licensing using the recently approved Electric Power Research Institute Technical Report 3002018337, Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture, risk insights, bundled and linked amendments, and guidance updates.

The NRC staff is looking to schedule a workshop in August to discuss some of these items.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending June 28, 2024 List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System, Certificate of Compliance No. 1014, Renewed Amendment No. 16; Direct Final Rule; 10 CFR Part 72 [NRC-2024-0041; RIN 3150-AL08]

On June 25, 2024, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (89 FR 52999) amending its spent fuel storage regulations by revising the Holtec International HI-STORM 100 Cask System listing within the List of approved spent fuel storage casks to include Renewed Amendment No. 16 to Certificate of Compliance No. 1014.

Renewed Amendment No. 16 revises the certificate of compliance to add a new overpack, include the ability to use computational fluid dynamics analysis to evaluate site-specific accident scenarios, modify the cask design, modify operational and testing requirements, and make changes to the final safety analysis report. Comments are requested by July 25, 2024. The companion proposed rule was also published in the Federal Register on June 25, 2024 (89 FR 27418). This direct final rule is effective September 9, 2024.

NRC Approved Exemption Request from South Texas Project Nuclear Operating Company to Allow Use of MPC-37-CBS Canisters at the South Texas Project Electric Generating Station Units 1 and 2 Independent Spent Fuel Storage Installation On June 26, 2024, the NRC approved an exemption to South Texas Project Nuclear Operating Company for South Texas Project Electric Generating Station (STP) Units 1 and 2 independent spent fuel storage installation (ISFSI). STP plans relocating already loaded and future loadings of MPC-37-CBS canisters, which does not meet the terms, conditions, and specifications in the certificate of compliance for the HI-STORM FW MPC Storage System. This exemption was issued 3 weeks earlier than the requested date and would allow the relocation of 10 already loaded MPC-37-CBS canisters in HI-STORM FW MPC Storage System casks and future loadings of two MPC-37-CBS in the HI-STORM FW MPC Storage System casks in March 2025 at STP ISFSI. The exemption decision will be published in the Federal Register (ML24086A424).

Nuclear Regulatory Commission (NRC) with a method to provide transit subsidy costs for Metro Rail trips for NRC employees that are eligible for the federal transit subsidy benefit. The period of performance is from July 1, 2024, through June 30, 2025, with four option periods. The total potential value of the contract can be up to $1,250,000.00.

Data Breach Response and Identity Protection Services On July 26, 2024, contract number 31310024A0001 was awarded to Sontiq, Inc. in Nottingham, MD.
