Office of Nuclear Reactor Regulation Items of Interest Week Ending March 22, 2024 U.S. Nuclear Regulatory Commission (NRC) Staff Issued the Safety Evaluation for the License Renewal Applications for Comanche Peak Nuclear Power Plant, Units 1 and 2, and for the Subsequent License Renewal Application for Monticello Nuclear Generating Plant, Unit 1 On March 18, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff issued the safety evaluation related to the license renewal applications for Comanche Peak Nuclear Power Plant, Units 1 and 2, and also issued the safety evaluation related to the subsequent license renewal application for Monticello Nuclear Generating Plant, Unit 1.

NRC Issued Acceptance Letter for the License Amendment Request (LAR) to Revise Portions of the Definitions and Administrative Controls Sections of the Permanently Defueled Technical Specifications, to Reflect the Resumption of Power Operations at Palisades Nuclear Plant On February 9, 2024, Holtec Decommissioning International, LLC (HDI), submitted a license amendment request (LAR) to revise portions of the definitions and administrative controls sections of the permanently defueled technical specifications, to reflect the resumption of power operations at Palisades Nuclear Plant. On March 18, 2024, the NRC staff issued its letter accepting the application for review. This LAR is part of several licensing actions HDI intends to request in order to enable the restart of Palisades Nuclear Plant.

NRC Staff Held a Public Meeting with NextEra to Discuss the Review of NextEra's Common Fleet Emergency Plan Amendment On March 19, 2024, the Office of Nuclear Reactor Regulation (NRR) and the Office of Nuclear Security and Incident Response staff held a public meeting with NextEra Energy, LLC/Florida Power & Light Company (collectively "NextEra") to discuss the review of NextEra's common fleet emergency plan amendment. The staff's presentation described the remaining challenges the staff has in completing the review. NextEra stated they would be willing to provide a detailed write-up showing how the different positions being augmented at different times would work together. NextEra was also willing to have the NRC staff witness a drill to help validate how the plan would function. Approximately 80 people attended the meeting, including board members of local townships in New Hampshire and Massachusetts and members representing C-10 Research and Education Foundation.

NRR Staff Held a Public Meeting to Gather Feedback Related to the Staff's Development of a Balanced and Performance-Based Approach for the Oversight of PRA Configuration Control On March 21, 2024, NRR staff held a public meeting to gather feedback related to the staff's development of a balanced and performance-based approach for the oversight of probabilistic risk assessment configuration control (PRA CC) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24065A372). The meeting was well-attended by over 80 attendees from industry, including the Nuclear Energy Institute, NextEra, Entergy, Owners Groups, and members of the public. Industry provided feedback on the staff's proposed MARCH 28, 2024 ENCLOSURE C

significance determination process for the Operating Experience smart sample for PRA CC, as well as minor and more than minor criteria examples. Staff will consider the industrys feedback to support its development of recommendations for future oversight in this area.

NRR Staff Presented to the Extended Sub-Committee for Annex 3 of the Great Lakes Water Quality (GLWQ) Agreement On March 21, 2024, NRR staff presented to the Extended Sub-Committee for Annex 3 of the Great Lakes Water Quality (GLWQ) Agreement. The GLWQ Agreement is a binational arrangement between the United States and Canada that aims to protect the Great Lakes Basin. Annex 3 of the GLWQ Agreement provides requirements for control of chemicals of mutual concern. The U.S. EPA, as the executor of the Agreement for the United States, requested support from the NRC in responding to a nomination by several advocacy groups that radionuclides be characterized as chemicals of mutual concern. The NRC staff recommended that the U.S. EPA not assent to the nomination through a letter dated October 13, 2023 (ML23261A383). The presentation is available at ML24080A175. The Canadian Nuclear Safety Commission staff conveyed a similar recommendation to the Canadian EPA and presented to the Sub-Committee as well.
