Office of Nuclear Reactor Regulation Items of Interest Week Ending January 26, 2024 Tennessee Valley Authority Submits a Subsequent License Renewal Application for Browns Ferry Nuclear Plant, Units 1, 2, and 3 On January 19, 2024, the Tennessee Valley Authority submitted a subsequent license renewal application (SLRA) for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3, requesting an additional 20 years beyond the current license expiration date. The BFN initial renewed licenses expire on December 20, 2033, June 28, 2034, and July 2, 2036, respectively. As part of the SLRA, and in accordance with the Commission Memorandum and Order CLI-22-03, the applicant included site-specific information on environmental impacts in its environmental report.

BFN is the 10th plant to submit an SLRA.

U.S. Nuclear Regulatory Commission Accepts Holtec Decommissioning International, LLC, License Amendment Request to Revise the Renewed Facility Operating License, the Permanently Defueled Technical Specifications, and the Environmental Protection Plan to Reflect the Resumption of Power Operations at Palisades Nuclear Plant On December 14, 2023, Holtec Decommissioning International, LLC (HDI), submitted a license amendment request (LAR) to revise the renewed facility operating license, the permanently defueled technical specifications, and the environmental protection plan to reflect the resumption of power operations at Palisades Nuclear Plant. On January 23, 2024, the U.S.

Nuclear Regulatory Commission (NRC) staff issued its letter accepting the application for review. The NRC staff recognized that this LAR is part of several licensing actions HDI intends to request in order to enable the restart of Palisades Nuclear Plant.

The NRC to Issue its Review Schedule for the License Renewal Application Review for Diablo Canyon On January 29, 2024, the staff will issue its review schedule for the license renewal application review for Diablo Canyon. In December 2023, the staff determined that the application contained sufficient information and stated that it was in the process of formulating its review schedule and resource estimates. The staff estimates the review will take approximately 16,500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> and 20 months to complete. The review schedule accommodates Pacific Gas and Electric Companys (PG&Es) letter dated January 17, 2024 (ML24017A322), that requested avoiding scheduling license renewal application review activities during the upcoming Unit 2 refueling outage.

NRC Staff Held its Annual Industry-NRC Nondestructive Examination Technical Information Exchange Public Meeting On January 23-25, 2024, NRC staff held its annual Industry-NRC Nondestructive Examination (NDE) Technical Information Exchange Public Meeting. This public meeting was a hybrid event via Teams with approximately 100 attendees either in person or virtually across the three days.

The purpose of this meeting was to discuss current NDE issues at nuclear power plants and the industrys ongoing NDE programs, the Electric Power Research Institute (EPRI) Materials Reliability Program and EPRI Boiling Water Reactor Vessels and Internals Project.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending January 26, 2024 Notice of Intent To Conduct Scoping Process and Prepare Environmental Impact Statement; Pacific Gas and Electric Company; Diablo Canyon Nuclear Power Plant, Units 1 and 2 On January 24, 2024, the U.S. Nuclear Regulatory Commission (NRC) published a notice of public scoping and request for comment in the Federal Register (89 FR 4631). The NRC will conduct a scoping process to gather information necessary to prepare an environmental impact statement to evaluate the environmental impacts for an application for the renewal of Facility Operating License Nos. DPR-80 and DPR-82, which authorize Pacific Gas and Electric Company (PG&E, the applicant) to operate Diablo Canyon Nuclear Power Plant, Units 1 and 2.

The NRC is seeking public comment on this action and has scheduled both an in-person public scoping meeting and a virtual public scoping meeting.

The purpose of this contract is to modernize and replace the Business Process Automation System (BPAS) to a decentralized, scalable BPAS architecture with loosely coupled, reusable components. The period of performance is from January 22, 2024, through January 21, 2025, with two option periods. The total potential value of the contract can be up to $3,999,704.88.
