Office of Nuclear Reactor Regulation Items of Interest Week Ending August 11, 2023 SHINE Technologies LLC, Informed NRC Staff that Substantial Completion of the Medical Isotope Production Facility is Further Delayed On August 7, 2023, SHINE Technologies LLC (SHINE), informed U.S. Nuclear Regulatory Commission (NRC) staff that it plans to initiate cost cutting measures, such as reducing staff totals and repurposing other staff to revenue generating activities, due to continued challenges to obtain funding to support construction of its Medical Isotope Production Facility. As a result, substantial completion of the facility is further delayed. SHINE informed the NRC staff that it remained committed to completion of the facility and would provide an expected substantial completion date in the future.

NRC Staff Held a Public Meeting to Receive Industry Perspectives on the Staffs Proposed Alternative Evaluation for Risk Insights Requirement in the Draft Proposed Part 53 Rulemaking On August 9, 2023, the staff held a public meeting to receive industry perspectives on the staffs proposed Alternative Evaluation for Risk Insights (AERI) requirement in the draft proposed Part 53 rulemaking. Industry representatives presented the results of their analysis and shared their views on potential conservatism in the AERI entry conditions. The staff asked questions to better understand the assumptions and technical basis of the industrys analysis. The staff emphasized that, at this stage of the rulemaking, submitting comments during the designated comment period for the proposed Part 53 rulemaking will enable the staff to formally respond to these comments.

NRC Staff Issued the Final Safety Evaluation for Electric Power Research Institute Technical Report 3002018337, Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture On August 11, 2023, NRC staff issued the Final Safety Evaluation (SE) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23193A749) for Electric Power Research Institute (EPRI) Technical Report 3002018337, Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture. The ACRS reviewed the staff evaluation and issued their letter to the Commission on July 31, 2023, supporting issuance of the final SE. The EPRI report, along with the final SE, presents a roadmap for future use of data validation and reconciliation methods for measurement uncertainty recapture that could be used by power plant licensees to support license amendment requests for power uprates.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending August 11, 2023 American Society of Mechanical Engineers 2021-2022 Code Editions: Proposed Rule; 10 CFR Part 50 (NRC-2018-0289; RIN 3150-AK21)

On August 8, 2023, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 53384) proposing to amend its regulations to incorporate by reference the 2021 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the 2022 Edition of the American Society of Mechanical Engineers Operation and Maintenance of Nuclear Power Plants, Division 1: OM Code: Section IST, for nuclear power plants. This action is in accordance with the NRC's policy to periodically update the regulations to incorporate by reference new editions of the American Society of Mechanical Engineers Codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient. Comments are requested by October 23, 2023.

The purpose of this contract is to procure administrative and security support services for the U.S. Nuclear Regulatory Commissions (NRC) Office of Administration Personnel Security Branch at the NRCs Headquarters in Rockville, Maryland.

The period of performance is from August 26, 2023, through August 24, 2024, with four option periods. The total potential value of the contract can be up to $7,162,933.14.
