Office of Nuclear Reactor Regulation Items of Interest Week Ending June 9, 2023 Fermi 2 Entered a 72-hour Limiting Condition for Operation (LCO) to Address the Unplanned Inoperability of Division 1 Emergency Equipment Cooling/Service Water Due to Heat Exchanger A Differential Pressure Exceeding the Operability Limit.

On May 31, 2023, DTE Electric Company, the Fermi 2 licensee, entered a 72-hour limiting condition for operation (LCO) to address the unplanned inoperability of Division 1 Emergency Equipment Cooling/Service Water due to Heat Exchanger A differential pressure exceeding the operability limit. The LCO was set to expire at 0400 EDT on June 3, 2023. The licensee requested a notice of enforcement discretion (NOED) to extend the LCO duration by an additional 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> to complete maintenance activities on the heat exchanger. During a formal NOED call on June 2, 2023, Region III management granted enforcement discretion for Fermi 2 for an additional 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> beyond the 72-hour Completion Time of Required Action B.1 of Fermi 2 technical specification 3.7.2. This enforcement discretion was documented in a letter to DTE dated June 8, 2023, (Agencywide Documents Access and Management System Accession No. ML23158A133). However, the maintenance activities were completed, and the licensee exited the LCO at 0119 EDT on June 3, 2023.

NRC Staff Held an Observation Public Meeting with Institute of Nuclear Power Operations to Discuss Items of Mutual Interest Concerning INPO's training program accreditation process and other initiatives On June 1, 2023, the U.S Nuclear Regulatory Commission (NRC) staff held an observation public meeting with the Institute of Nuclear Power Operations (INPO) to discuss items of mutual interest concerning INPO's training program accreditation process and other initiatives. The following topics were discussed: updated INPO accreditation process, which starts July 2023; NUREG 1021, Operator Licensing Examination Standards for Power Reactors, Revision 12 effectiveness review; advanced reactor human factors engineering (HFE) review status; INPOs accreditation for small modular reactors; and Industry Learning Activities. No decisions or new agreements were made during this informational meeting. Such meetings are conducted in accordance with the NRC/INPO Memorandum of Agreement dated December 1, 2022 (ML23026A093).

NRC Held a Closed Meeting with Institute of Nuclear Power Operations to Discuss INPO's Training Program Accreditation Process Initiatives On June 2, 2023, the NRC staff held a closed meeting with INPO to discuss INPO's training program accreditation process initiatives. INPO discussed pending accreditation changes to include site visits to the accreditation performance continuum which will be starting in July of 2023. Such meetings are conducted in accordance with the NRC/INPO Memorandum of Agreement dated December 1, 2022 (ML23026A093). INPO briefed the National Nuclear Accreditation Board members of this change to the INPO accreditation process on May 12, 2023. NRC staff will follow-up separately with INPO for any staff concerns with this new process.
