Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending March 17, 2023 NRC Public Workshop on the Instrumentation and Controls Licensing Framework for Advanced Reactors On March 16, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff continued its public workshops on the Instrumentation and Controls (I&C) Licensing Framework for Advanced Reactors in a hybrid meeting with representatives from industry, the national laboratories, and others. The workshops are part of the agencys efforts to streamline reviews of future license applications and to ensure common understanding amongst the NRC staff and potential applicants. This workshop continued discussions related to specific industry questions regarding the Licensing Modernization Project implementation for the design of I&C systems. The staff is planning for its next public workshop in April to continue discussions on specific areas, including the use of alternative international I&C safety standards.

NRR and the Pressurized Water Reactor Owners Group Public Meeting on the Top Focus Areas for 2023 On March 13, 2023, a public meeting was held between NRR management and the Pressurized Water Reactor Owners Group (PWROG) Executive Committee to discuss the top focus areas for each entity in 2023. The meeting was intended to restart periodic meetings between the two organizations, following the COVID-19 pandemic. NRR discussed its risk priorities and visual examination of containment surfaces covered by insulation. PWROG discussed material degradation operating experience, on-line monitoring programs, future of technical specifications, and risk assessment process for topical reports.

NRC Issued Information Notice, Risk Insights from High Energy Arcing Fault Operating Experience and Analyses On March 10, 2023, the NRC issued Information Notice Risk Insights from High Energy Arcing Fault Operating Experience and Analyses (Agencywide Documents Access and Management System Accession No. ML22326A204), to provide international and domestic operating experience relating to high energy arcing faults, discuss qualitative and quantitative risk insights derived from operating experience, and share information about the availability of a new probabilistic risk assessment methodology developed by the NRC in collaboration with the Electric Power Research Institute.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending March 17, 2023 Tanana Chiefs Conference convention in Fairbanks, Alaska During March 13 to 14, 2023, staff engaged in tribal outreach at the Tanana Chiefs Conference convention in Fairbanks, Alaska. Staff interacted with Tribal members and the public, providing information about the U.S. Nuclear Regulatory Commissions (NRCs) mission as it relates to the proposed micro reactor installation at Eielson Air Force Base. The staff provided written materials and collected contact information of members of the public and Tribes, who wanted more information about NRCs public involvement efforts. NMSS staff provided a presentation to the participants describing the NRCs licensing process and tribal outreach efforts.

American Society of Mechanical Engineers Code Cases and Update Frequency:

On March 14, 2023, the NRC published a notice in the Federal Register (88 FR 15620) correcting a notice that was published on March 6, 2023 (88 FR 13717), regarding changes to its regulations to incorporate by reference proposed revisions of three regulatory guides, which would approve new, revised, and reaffirmed code cases published by the American Society of Mechanical Engineers. This action made corrections to the estimated burden for the information collection.

On March 14, 2023, the NRC published a notice in the Federal Register (88 FR 15864) amending its regulations to implement its authority under Section 161A of the Atomic Energy Act of 1954, as amended. The final rule applies to several classes of facilities as well as activities involving the transportation of radioactive material and other property designated by the NRC. The final rule also revises the physical security event notification requirements for different classes of facilities and the transportation of radioactive material to add consistency and clarity. Further, the NRC added new event notification requirements associated with the possession of enhanced weapons and imminent or actual hostile acts, and new reporting requirements for suspicious activity. The NRC also issued final implementation guidance. The final rule is effective April 13, 2023.
