I am requesting all information given in comments made by federal legislators (members of the United States House of Representatives or the United States Senate) on proposed rules issued by NRC or NRC subsidiary agencies between 2003-2022. Specifically, I request the following for each these comments: 1. The text 2.

The date of when each comment was received 3. The document number, docket number and RIN of all proposed rules for each comment 4. Title information of the comment 5. Author(s) of the comment 6. Any other meta data available on the comment If the entire time frame is not possible, I will accept all available data within the available time frame. If it is too difficult to locate only legislator comments, I will accept the requested information on available comments on proposed rules within the specified time information. In this case I request any information that will facilitate identification of comments made by federal legislators, including any fields which indicate that the commenter is a legislator or a member of government. In order to help to determine my status for the purposes of determining the applicability of any fees, you should know that I am affiliated with the University of Rochester, and this request is made for a scholarly purpose and not for a commercial use. As you will see, the questions on page 5 and 8, asks for cable used in [the] design of the plant. There is no date on this document but on page 27 there is reference to projections in 1985, and page 26 discusses tests run in 1980 and 1982. We are guessing this was drafted sometime in the early 1980s, but we need confirmation of the date. Items of Interest Week Ending January 27, 2023 NRCs Decision to Not Resume Review of Diablo Canyon, Units 1 and 2 License Renewal Application On January 24, 2023, the staff issued its decision (ML22343A179) to not resume the review of Pacific Gas and Electric Companys (PG&E) license renewal application (LRA) for Diablo Canyon Power Plant, Units 1 and 2. This decision is in response to PG&Es October 31, 2022, letter (ML22304A691) requesting to resume the review of the LRA or alternatively, requesting an exemption from Title 10 of the Code of Federal Regulations (10 CFR) 2.109(b) concerning timely license renewal. The staff is actively evaluating PG&Es alternative request for an exemption from 10 CFR 2.109(b) and expects to provide a response in March 2023.

Items of Interest Week Ending January 27, 2023 Staff Gives Presentation to the State of Alaska on NRCs Agreement State Program and Process to Enter into an Agreement On January 20, 2023, staff from the Office of Nuclear Material Safety and Safeguards and Region IV gave a presentation to the State of Alaska on the U.S. Nuclear Regulatory Commissions (NRCs) Agreement State program and process to enter into an Agreement. The Alaska representatives present included the Secretaries from the Departments of Environmental Conservation and Health, Policy Advisor from the Governors Office, and the State Liaison Officer. Although the State expressed interest in an Agreement, they were clear that any recommendation to the Governor to pursue an Agreement must be accompanied by a business case that the Agreement was advantageous to the licensees and the State. The State requested additional fee and funding information from NRC staff.

Staff Hosts Environmental Scoping Public Meeting for the Development of an Environmental Impact Statement for the TRISO-X Fuel Fabrication Facility in Tennessee.

On January 25, 2023, the staff hosted an environmental scoping public meeting for the development of an Environmental Impact Statement for the TRISO-X Fuel Fabrication Facility in Oakridge, TN. The meeting was a hybrid meeting, both in-person in Oak Ridge and streamed over Microsoft Teams. The staff presented an overview of the NRCs environmental review process and accepted comments on the scope of the environmental review for the proposed project. Approximately 50 people attended in-person and 10 attended online. All comments were generally supportive of the project and of the NRCs environmental review process.

Staff Issues Letter Announcing the Revised Schedule for the Completion of the Safety Review of the HI-STORE Consolidated Interim Storage Facility License Application On January 26, 2023, the staff issued a letter to Holtec International (ML23025A350) announcing the revised schedule for the completion of the safety review of the HI-STORE Consolidated Interim Storage Facility license application. The letter states that staff expects to publish the final Safety Evaluation Report, in conjunction with its final licensing decision, by the end of March 2023.

Items of Interest Week Ending January 27, 2023 Nuclear Regulatory Commission (NRC) Financial Accounting and Integrated Management Information System (FAIMIS) Support Services On January 24, 2023, contract number 31310023D0003 was awarded to CGI Federal, Inc. in Fairfax, VA. The purpose of this contract is to acquire Momentum software licenses from CGI Federal Inc. (CGI) for the NRC's core financial system, as well as hosting, operations and maintenance, help desk, and enhancement support services for that system. The period of performance is from February 1, 2023, through January 31, 2028, with no option periods. The total potential value of the contract can be up to $40,000,000.00.
