Items of Interest Week Ending December 23, 2022 NRC Finalizes Regulatory Issue Summary Concerning Controlled Unclassified Information On December 16, 2022, the U.S. Nuclear Regulatory Commission (NRC) finalized the Regulatory Issue Summary entitled, NRC Plans to Establish Controlled Unclassified Information-Sharing Agreements with Non-Executive-Branch Entities, (Agencywide Documents Access and Management System Accession No. ML22132A212), to inform NRC licensees of the NRCs expectations to handle Controlled Unclassified Information (CUI) they receive from the NRC consistent with the CUI Rule requirements, while the NRC continues to engage in establishing CUI written agreements with them.

NRC Finalizes Information Notice on Operating Experience Related to The Unexpected Loss of Security Power Due to Inadequate Testing and Maintenance On December 16, 2022, the NRC issued the Information Notice entitled, Operating Experience Related to The Unexpected Loss of Security Power Due To Inadequate Testing And Maintenance, (ML22312A420), to inform NRC licensees about recent operating experience related to the unexpected loss of all security system power at multiple licensed facilities.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending December 23, 2022 Notice of Intent To Conduct a Supplemental Scoping Process and Prepare a Draft Environmental Impact Statement; Duke Energy Carolinas, LLC; Oconee Nuclear Station, Units 1, 2, and 3 On December 19, 2022, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (87 FR 77643) announcing that in response to the NRCs Memorandum and Order, CLI-22-03 (February 24, 2022), the NRC received Subsequent License Renewal Appendix E Environmental Report Supplement 2 (ER Supplement), dated November 7, 2022, related to the subsequent renewal of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55, which authorizes Duke Energy Carolinas, LLC to operate Oconee Nuclear Station (Oconee), Units 1, 2, and 3. The ER Supplement addresses certain environmental impacts of operating Oconee for an additional period of 20 years beyond the current license expiration dates. The NRC will conduct a limited scoping process to gather additional information necessary to prepare an environmental impact statement (EIS) to evaluate the environmental impacts for the subsequent license renewal of the operating licenses for Oconee.

The NRC is seeking public comment on the proper scope of the EIS to be prepared for this action by January 18, 2023.
