Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending JUNE 25, 2021 NRC Participated in American Nuclear Society Conference Meeting on Nuclear Plant Instrumentation, Control and Human-Machine Interface Technologies On June 14-17, 2021, the NRC staff participated in the annual American Nuclear Society conference (https://www.ans.org/meetings/am2021/) and embedded topical meeting on Nuclear Plant Instrumentation, Control and Human-Machine Interface Technologies (https://www.ans.org/meetings/view-329/). The NRC staff supported an educational workshop on the modernization of the NRCs digital Instrumentation and controls regulatory infrastructure.

Staff also hosted a diverse group of experts for a panel discussion on Common Cause Failure regulatory tools and challenges. Participation in this conference enhanced agency outreach on regulatory tools and insights covering issues ranging from human factors, digital technologies, and cyber security with the regulated and academic community.

NRC Approved Southern Nuclear Operating Company Fleet Request to Revise Quality Assurance Topical Report On June 22, 2021, the NRC staff approved the Southern Nuclear Operating Company (SNC) request to revise the Edwin I. Hatch Nuclear Plant, Units 1 and 2; Joseph M. Farley Nuclear Plant, Units 1 and 2; and Vogtle Electric Generating Plant, Units 1 and 2, as well as the associated independent spent fuel storage facilities Quality Assurance Topical Report (QATR) to allow the use of remote audits and surveys during exigent conditions (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21161A201). SNC stated that the COVID-19-related QATR proposal was based on industry guidance in the Electrical Power Research Institute document entitled Remote Assessment Techniques:

Planning and Conducting Audits and Surveys Using Remote Techniques During Exigent Conditions. This action will also allow other licensees to revise their Quality Assurance programs using SNCs approved model without further NRC approval required.

NRC Hosted Meeting of the NRC and Industry Risk-Informed Steering Committees On June 22, 2021, the NRC and industry Risk-Informed Steering Committees participated in a public meeting to continue discussions on areas of mutual interest (ADAMS Accession Nos.

ML21141A269 and ML21172A234). Specifically, the NRC staff and industry had discussions on status and next steps on Aluminum high energy arc faults, oversight of probabilistic risk assessment configuration and control, expansion of diverse and flexible coping strategies (FLEX), potential risk-informed initiatives, and the NRC planned internal Fall Risk Forum for staff. The meeting was well attended by staff, industry, and stakeholders and was successful in sharing insights and providing a forum for open discussion of these issues.

NRC Hosted Meeting with the Nuclear Energy Institute on Guidance Regarding Commercial Grade Digital Equipment On June 23, 2021, the NRC staff held a public meeting with the Nuclear Energy Institute (NEI) to discuss the NRC staffs endorsement review of NEI 17-06, Guidance on Using IEC 61508 SIL Certification to Support Acceptance of Commercial Grade Digital Equipment for Nuclear Safety Related Applications (ADAMS Accession No. ML21161A271). During the meeting, the NRC staff provided feedback on submitted guidance and discussed the schedule for developing a new regulatory guide. The NRC staffs presentation is available at ADAMS Accession No. ML21173A336.

NRC Hosted Town Hall Meeting on Vendor Oversight On June 24, 2021, the NRC staff held a Town Hall Meeting on Vendor Oversight (ADAMS Accession No. ML21172A275). The virtual meeting had over 220 participants from 10 different countries. NRC presentation topics included adjustments to the Vendor Inspection Program due to the COVID-19 pandemic, the importance of adhering to procurement specifications, regulatory alternatives for supplier oversight during exigent conditions, and an update on the NRCs recognition of the International Laboratory Accreditation Cooperation accreditation process. During an open Question and Answer session, meeting participants had an opportunity to ask questions of the NRC staff on a variety of quality assurance related topics.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending JUNE 25, 2021 Retroactive Review of Administrative Requirements: Availability of Comment Evaluation Summary; Public Meeting and Status of Rulemaking Activities; 10 CFR Chapter I (NRC-2017-0214)

On June 23, 2021, the NRC published a notice in the Federal Register (86 FR 32817) announcing the availability of the comment evaluation summary and providing the status of the NRCs Retrospective Review of Administrative Requirements. On February 4, 2020 (85 FR 6103), the NRC had requested input from its licensees and members of the public on any administrative requirements that may be modified or eliminated without an adverse effect on public health or safety, common defense and security, protection of the environment, or regulatory efficiency and effectiveness. The public comment period ended on May 6, 2020, and the NRC evaluated the comments. The NRC staff plans to hold a public meeting to discuss the comment evaluation process and answer stakeholder questions. The comment evaluation summary is available on June 23, 2021. A public meeting will be held on June 30, 2021.

NRC Issued Certificate of Compliance for the Holtec International HI-STAR ATB 1T Package On June 24, 2021, the NRC staff issued the Certificate of Compliance No. 9375, Revision No. 0, for the Holtec International HI-STAR ATB 1T package, designed for transportation of low level waste and planned to be first deployed in Sweden to ship waste to the SKB repository. The HI-STAR ATB 1T has a unique rectangular-parallelepiped Type B(U)-96 package, with both internal and external impact limiters, and secondary containers. The total package payload is up to 60 Tons. To demonstrate the safety of the package under hypothetical accident conditions, Holtec performed physical drop tests of a one quarter scale model of the package.

Holtec plans to submit an application for a similar package design to be used in the United States at both operating and shutdown plants to transport segmented reactor internals and other operational waste.
