Fiscal Year 2021 Planned Activities The NRC staff plans to conduct the following activities, which support the Fiscal Year 2021 Office of Nuclear Security and Incident Responses Office Transformation Plan:
Licensing Activities
- Complete review of a licensing amendment request from Southern Nuclear Corporation (eight units total) to revise emergency plans (EPlan) to change the emergency response organization staffing composition and extend staff augmentation response times;
- Complete review of license amendment requests from Duke Energy (11 units total) and South Texas Project to re-baseline their EPlans;
- Complete review of request for decommissioning-related exemptions from emergency preparedness (EP) requirements for the Duane Arnold Energy Center;
- Support continuing technical EP reviews for the Oklo Power Custom Combined License Application and other pending advanced reactor reviews;
- Support tracking and closure of EP-related actions in the Integrated Project Plan and support maintenance and closure of Inspections, Tests, Analyses, and Acceptance Criteria to issue Title 10 of the Code of Federal Regulations (10 CFR) 52.103(g) finding for Vogtle Electric Generating Plant Units 3 and 4.
Oversight Activities, Including Rulemaking
- Submit the draft Emergency Preparedness for Small Modular Reactors and Other New Technologies final rule package to the Commission;
- Continue work on the 10 CFR Parts 50 and 52 Lessons Learned Rulemaking;
- Begin work on the 10 CFR Part 53 Advanced Reactors Rulemaking;
- Issue Revision 1 of NUREG/CR-7002, Criteria for Development of Evacuation Time Estimate Studies;
- Complete technical reviews and approvals of major licensing actions to support implementation of guidance enhancement in Revision 2 to NUREG-0654 by the agreed-upon schedule.
Incident Response Activities
- Fully implement changes to the incident response program resulting from the Incident Response Reorganization Project;
- Incorporate lessons learned from the COVID-19 public health emergency into the agencys Pandemic Plan;
- Finalize update of Management Directive 8.2, NRC Incident Response Program
- Prioritize and implement recommendations from the Incident Response Entity Review working group, as determined by the Executive Steering Committee;
- Update and approve the NRC COOP Plan;
- Issue a supplement to RIS-00-011, NRC Emergency Telecommunications System to update the industry on emergency telecommunication system technology changes.
Partners Leveraging Interagency and International
- Continue to engage and cooperate with FEMA and other stakeholders, including the Federal Radiological Preparedness Coordinating Committee, to convey NRCs authorities and positions, including how EPZ sizing should align with facility risk;
- Continue to engage with the Emergency Management Working Group and the International Atomic Energy Agencys Emergency Preparedness and Response Standards Committee, in partnership with Federal partners.
