Items of Interest Week Ending SEPTEMBER 11, 2020 Staff Participated in Virtual Summit Hosted by the Nuclear Energy Institute on Diverse and Flexible Coping Strategies On September 1 - 3, and 9 - 10, 2020, U.S Nuclear Regulatory Commission (NRC) staff participated in a virtual summit hosted by the Nuclear Energy Institute (https://www.nei.org/conferences/flex-summit) on Diverse and Flexible Coping Strategies (FLEX). The purpose of the summit was to reach a common understanding on various FLEX-related topics, such as the proper implementation of FLEX strategies, operating experience and knowledge management, and the expanded use of FLEX to improve safety and operational flexibility. The summit also included a discussion of the treatment of FLEX in probabilistic risk assessment models to support NRC licensing and oversight. The staff plans to prepare a summary of the FLEX summit, which will be made publicly available in the coming weeks.

Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending SEPTEMBER 11, 2020 NMSS Staff Update Agreement with the National Park Service On September 2, 2020, the staff revised its Memorandum of Understanding (MOU) with the National Park Service (NPS) for the U.S. Nuclear Regulatory Commissions (NRCs) involvement in the cleanup of unlicensed radioactive material, including discrete sources of radium, at NPS Gateway National Recreation Area (GNRA) in New York City, New York. The revised MOU added Dead Horse Bay, a unit of the GNRA, after NPS discovered radium contamination at the park in the summer of 2019. Two other units of the GNRA that continue to be covered by the MOU include Great Kills and Spring Creek Parks. The revised MOU is available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20239A731.

NMSS Staff Meet with EPA on Powertech Dewey Burdock Site On September 3, 2020, the Director of NMSS and NMSS staff conducted a virtual call with the U.S. Environmental Protection Agency (EPA) Region 8 Administrator and his staff regarding the Powertech Dewey Burdock in situ uranium recovery site located in Edgemont, SD. This site is licensed to operate but has not yet been constructed. The site has both an NRC source materials license and an EPA Class III underground injection control permit. The meeting was successful in discussing each Agencys roles at the site and both Agencies agreed to work together to avoid conflicts with overlapping regulatory requirements at the site.

NMSS Staff Issue Results of its Evaluation of Depleted Uranium on Military Ranges On September 3, 2020, the NRC staff issued the results of its effort to identify depleted uranium (DU) on military ranges and determine its licensing status (ADAMS Accession No. ML20211L851). Based on an extensive review of its own historical records and the reviews performed by the military, the staff has concluded that current military possession of DU is appropriately authorized by an NRC license or being addressed through the MOU between the NRC and the U.S. Department of Defense for Coordination on Comprehensive Environmental Response, Compensation, and Liability Act Response Actions at Department of Defense Sites with Radioactive Materials. The staff does not plan to take further action on this issue.

NMSS Staff Conduct Public Workshop on Spent Fuel Performance Margins On September 9, 2020, the staff conducted a remote public workshop to continue interactions on the recommendations contained in the Nuclear Energy Institutes white paper on Spent Fuel Performance Margins dated November 8, 2019 (ADAMS Accession No. ML19318D971). The workshop included discussions on two NRC staff led initiatives for transforming spent fuel licensing reviews: (1) a method of evaluation in lieu of having detailed content specifications to demonstrate that a shielding design would meet the pertinent regulatory requirements, and (2) a draft internal procedure in applying risk tools for reviewing license application requests.

The purpose of this contract is to provide the U.S. Nuclear Regulatory Commission (NRC) inspectors and other technical personnel with information and hands-on experience covering the operation and maintenance of emergency diesel generators. The period of performance is from September 30, 2020, to September 29, 2023, with one option period. The total potential value of the contract can be up to $520,088.00.

Fiscal Year 2020 FISMA Evaluation for NRC and DNFSB On September 3, 2020, contract number GS06F0960Z/31310020F0015 was awarded to SBG Technology Solutions, Inc. in Alexandria, VA. The purpose of this contract is to perform an independent evaluation of NRCs and DNFSBs implementation of FISMA. The period of performance is from September 3, 2020, to March 31, 2021, with one option period. The total potential value of the contract can be up to $613,827.12.

Marketing and Communications Support Services for the Office of the Chief Information Officer (OCIO)

On September 4, 2020, contract number 31310020C0038 was awarded to Greene Street Communications, LLC in Falls Church, VA. The purpose of this contract is to provide assistance with increasing awareness and understanding of the IT/IM functions and services provided by OCIO. The period of performance is from September 8, 2020, to September 7, 2021, with one option period. The total potential value of the contract can be up to $912,728.90.
