Items of Interest Week Ending AUGUST 14, 2020 Staff Hosted Public Meeting Regarding the Use of Risk Insights in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59 Evaluations On August 5, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the Nuclear Energy Institute and other industry representatives and stakeholders to discuss incorporating risk insights into 10 CFR 50.59, Changes, tests and experiments, evaluations (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20206K921). Regulations in 10 CFR 50.59 establish the conditions under which licensees may make changes to their facility or procedures and conduct tests or experiments without prior NRC approval. A follow-up public meeting is planned for September 2020. These engagements are vital as the staff considers developing new guidance to ensure risk-focused 10 CFR 50.59 inspections.
Staff Hosted Public Meeting with the Technical Specifications Task Force On August 6, 2020, the NRC staff held a regularly scheduled quarterly public meeting with the industry Technical Specifications Task Force (ADAMS Accession No. ML20209A417).
Discussions included a status of proposed changes to the Standard Technical Specifications (STS) currently under review and the ongoing revision of the STS NUREG-series publications.
The next quarterly meeting is scheduled to take place in November 2020. Current versions of the STS are available on the NRC public website at https://www.nrc.gov/reactors/operating/licensing/techspecs/current-approved-sts.html.
Staff Hosted Public Meeting with NuScale Power LLC Regarding NuScale 720 Pre-Application Activities On August 13, 2020, the NRC staff held a public meeting with NuScale Power, LLC to discuss their plan for topical report (TR) submittals to support a forthcoming Standard Design Approval (SDA) application for the up-powered NuScale small modular reactor design, NuScale 720 (ADAMS Accession Nos. ML20219A639 and ML20212L873). This SDA application would incorporate changes to the NuScale design that include an increase in thermal power output along with updates that improve commercial viability. Currently, the staff is reviewing two TRs and the next TR is expected to be submitted by the end of 2020. Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below.
